Hart Technologies, 7060 Infantry Ridge Road, Manassas, Virginia 20109 and JF Taylor, 21610 South Essex Drive, Lexington Park, Maryland 20653, are each being awarded an Indefinite Delivery Indefinite Quantity contract with Cost-Plus-Fixed-Fee and Firm-Fixed-Price CLINs for Rapid Prototyping with a shared ceiling value of $99,097,000.00 for the Naval Surface Warfare Center Dahlgren Division (NSWCDD), Unmanned & Expeditionary Weapon Systems Division (H40).
This work will be performed at the Contractor’s facilities in Manassas, Virginia and Lexington Park, Maryland and is expected to be completed on 29 May 2028. Funding in the amount of $234,475 (FY22 Procurement, Defense-Wide $103,665 or 44%; FY22 Research, Development, Test, and Evaluation (RDT&E), Defense-Wide $60,000 or 26%; FY23 Operation and Maintenance (O&M), Defense-Wide $70,810 or 30%) will be obligated at time of award for Delivery Order 0001 and Delivery Order 0002. $130,810 (RDT&E and O&M Defense-Wide) funding will expire at the end of the fiscal year 2023 and $103,665 (Procurement Defense-Wide) will expire at the end of fiscal year 2024.
This contract was solicited as a small business set aside basis (10 U.S.C. 3203(b) Exclusion of particular source or restriction of solicitation to small business concerns) via a synopsis posted in System for Award Management. NSWCDD, Dahlgren, VA is the contracting activity (N0017823D4400 & N0017823D4401).
Further Explanation of the Contract:
This is a follow-on requirement to IDIQ Contract No. N0017818D4005 and N0017818D4006 with Hart Technologies, Inc. and QinetiQ. The procurement actively supports the U.S. Navy, United States Special Operations Command (USSOCOM), Department of Defense (DOD), Department of Homeland Security (DHS), and Department of Justice (DOJ) agencies by providing design and fabrication, rapid prototyping, and rapid technology insertion. This is accomplished through rigorous systems engineering research, design, development, and analysis applied to Joint Fires and Land Attack Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR), time critical targeting, space technology, satellite tracking systems and global positioning systems applications. This requirement is being fulfilled in accordance with PROGRAM STREAMLINED ACQUISITION PLAN (PSTRAP) approved on 09 October 2020 by NSWCDD Technical Director with a multi-award contract being awarded in accordance with 10 U.S.C. 3203(b) Exclusion of particular source or restriction of solicitation to small business concerns.
