Sources Sought Announcement – Defense Meteorological Satellite Program (DMSP) Sensor Support
This is a Sources Sought Announcement issued by the Department of the Air Force, United States Space Force (USSF), Space Systems Command (SSC) for market research purposes only. The Government seeks to identify qualified contractors capable of providing comprehensive support for the Defense Meteorological Satellite Program sensor suite. The DMSP is a Department of Defense program operated by Combat Forces Command, Mission Delta 4, and the 4th Sustainment Squadron at Peterson Space Force Base, Colorado. The program is projected to continue operations through September 2028. The anticipated NAICS code is 541330, and all work requires SECRET-level facility and personnel clearances. This announcement explicitly states that no solicitation will be issued, no unsolicited proposals will be considered, and no contract will be awarded pursuant to this notice.
The scope of work encompasses ten primary capability areas: data processing and analysis (ingestion, de-commutation, de-interleaving, and geolocation of raw sensor data); product generation (deriving geophysical parameters from Operational Linescan System and Special Sensor Microwave Imager/Sounders data); instrument calibration and validation; data archiving and stewardship for long-term management and dissemination; technical support for sensor performance analysis; transition and decommissioning support including cross-calibration with replacement systems; logistics and warehousing for aging sensor components; integration lab support for hardware-in-the-loop environments; technical data management and training; and associate contractor coordination with the DMSP Spacecraft Sustainment contractor through Associate Contractor Agreements. Interested parties must submit capability statements by 14 October 2026 to Darren Fullo, Contracting Officer, at darren.fullo@spaceforce.mil. Submissions are limited to 15 pages and must address company information, corporate experience with satellite systems and classified work, specific technical capabilities across nine numbered scope elements, cross-contractor integration experience, and at least two past performance examples from the preceding five years with contract numbers and customer points of contact.

Defense Meteorological Satellite Program (DMSP) Sensor Support Sources Sought Announcement
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.
THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT TO BE CONSTRUED AS A COMMITMENT BY
THE DEPARTMENT OF THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A
CONTRACT. NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE
CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT. NO CONTRACT WILL BE AWARDED
PURSUANT TO THIS ANNOUNCEMENT.
1. Introduction and Purpose
This is a Sources Sought notice for market research purposes only. This is not a Request for
Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). The U.S. Government is seeking to identify qualified sources capable of providing support for the Defense
Meteorological Satellite Program (DMSP) sensor suite.
The purpose of this notice is to gain knowledge of the capabilities, capacity, and qualifications of potential contractors to support the ongoing mission and eventual decommissioning of the DMSP.
The DMSP, run by The Department of the Air Force (DAF), United States Space Force (USSF), Combat Forces Command (CFC), Mission Delta 4 (MD4), 4th Sustainment Squadron (4STS)
Peterson SFB, CO, is a Department of Defense program office that designs, builds, launches, and maintains satellites for monitoring meteorological, oceanographic, and solar-terrestrial physics environments. The DMSP mission is planned to continue through its functional End of Life (EOL);
currently projected through September 2028.
Anticipated NAICS Code: 541330
Anticipated Security Clearance Requirement: SECRET facility and personnel clearances
2. Background
The DMSP satellites operate in a sun-synchronous near-polar orbit, providing global environmental data. Each satellite is equipped with a suite of sensors critical for weather forecasting, climate monitoring, and space weather prediction. Key sensors and their functions include:
• Operational Linescan System (OLS): Collects visible and infrared imagery across a
3000km swath, monitoring global cloud cover and cloud top temperatures.
• Special Sensor Microwave Imager and Sounders (SSM/IS): A seven-channel, four-frequency passive microwave radiometer that measures microwave brightness temperatures. Data from the SSM/IS is used to derive geophysical parameters such as ocean surface wind speed, ice concentration, precipitation, cloud liquid water, and soil moisture.
3. Scope of Work
The Government is seeking information on capabilities related to the full lifecycle of DMSP sensor data, including but not limited to:
• Data Processing and Analysis: Capability to ingest, process, de-commutate, deinterleave, and geolocate raw sensor data from the DMSP suite.
• Product Generation: Experience in deriving geophysical parameters and environmental products from OLS, SSM/IS, and applicable sensor data.
• Instrument Calibration and Validation: Expertise in performing inter-sensor calibration, antenna pattern correction, and data validation to ensure the accuracy and consistency of data products.
• Data Archiving and Stewardship: Capabilities for long-term archiving, management, and dissemination of DMSP data and derived products.
• Technical Support: Providing subject matter expertise to analyze and troubleshoot sensor performance and data anomalies.
• Transition and Decommissioning Support: Experience in managing data and products from legacy satellite systems during a transition to next-generation systems. This includes support for final data processing and archival, documenting end-of-life data characteristics, and facilitating cross-calibration activities with replacement sensor systems to ensure long-term data record continuity.
• Logistics and Warehousing: Managing inventory, warehousing, and supply chain logistics activities for aging sensor components and hardware.
• Integration Lab Support: Providing continuous support, maintenance, and operations for hardware-in-the-loop integration labs and software testbed environments.
• Technical Data and Training: Managing legacy technical data, maintaining system documentation, and providing specialized technical training to operational personnel as required.
• Associate Contractor Coordination and Interface Management: Establish and maintain seamless operational and technical coordination with the DMSP Spacecraft Sustainment contractor. This includes maintaining Associate Contractor Agreements (ACAs), conducting joint anomaly resolution, participating in cross-system technical reviews, and coordinating end-of-life (EOL) passivation to ensure overall satellite health and mission success without degrading payload operations.
4. Requested Information
Interested parties are requested to submit a capability statement that addresses the following:
1. Company Information: Company name, address, point of contact, email, phone number, CAGE code, business size/socio-economic status, and Facility Clearance Level
(FCL).
2. Corporate Experience: A detailed description of your company's experience in supporting satellite systems and sensor data comparable to the DMSP. Please explicitly detail your experience performing classified work and operating within secure, cleared facilities.
3. Technical Capabilities: Please describe your specific technical capabilities as they relate to the sensor types listed in Section 2 and the Scope of Work in Section 3. Vendors

4. Cross-Contractor Integration Experience: Provide a brief description of your corporate experience and approach to managing complex interfaces with third-party payload or spacecraft contractors on similar space systems. Highlight your specific approach to joint troubleshooting, managing interface risks, and successfully executing Associate
Contractor Agreements (ACAs).
5. Past Performance: Provide at least two (2) examples of past performance on contracts of similar relevance and complexity (e.g., legacy satellite sensor sustainment, complex
DoD data processing, or large-scale decommissioning efforts) within the last five years.
For each example, you must include:
a. Contract Number
