DMS-2526-259 Food Services RFI Questions and Answers
This document is a Questions and Answers file for Request for Information (RFI) DMS-25/26-259 issued by Florida's Department of Management Services regarding food services operations. The RFI seeks industry input from qualified food service management and concessionaire vendors to address food service needs across two Tallahassee facilities: the Capitol Building and the Department of Revenue Building 2. The Department is interested in comprehensive food service solutions encompassing hot meals, grab-and-go items, snacks, hot and cold beverages, fresh produce, and made-to-order sandwiches. Operations are currently conducted Monday through Friday from 7:00 a.m. to 3:30 p.m. at both locations. The Q&A document addresses vendor inquiries regarding operating models, staffing, equipment ownership, technology integration, and catering opportunities, with responses indicating the Department's openness to vendor-recommended operational approaches and financial models.
Current operations at the Capitol Building and Department of Revenue Building 2 generated Second Quarter 2025 gross sales of $49,001.19 and $87,215.99 respectively. The Capitol Building employs approximately 1,068 staff members, while the Department of Revenue Building houses 1,760 employees. Each location currently maintains 3-4 employees per shift. The incumbent contractor, Simply Soul Food Inc., operates the facilities at no cost to the Department while retaining all revenues from sales. The Department maintains responsibility for all major equipment maintenance and inspections. Vendors must maintain current Florida food service licensing, pass health inspections, and comply with background screening requirements per Florida Statutes Chapter 435. Menu requirements include vegetarian, heart-healthy, fresh-from-Florida, and gluten-free options without alcoholic beverages. The Department is receptive to innovative operational models, including self-checkout, mobile ordering, smart coolers, and micro-markets, and welcomes vendor recommendations for alternative operating hours and service delivery methods.
