About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Management Services for maintenance services related to the Florida Interoperability Network (FIN). The Department seeks to procure Message Switching Systems (Radio and Telecommunications) maintenance services for a 12-month term from July 1, 2026, through June 30, 2027. The service involves maintenance, repair, and technical support for MotoBridge equipment, including radio equipment, gateways, computers, servers, and workstations that enable federal, state, and local agencies to bridge communication between disparate radio systems throughout Florida. The posting date was May 27, 2026, with the deadline for prospective vendors to submit information regarding their ability to supply these services by June 17, 2026. No bidder's conference or site visit requirements are specified in the document.

The estimated dollar amount for this single source contract is $563,349.36. Motorola Solutions, Inc. is the intended single source vendor, as the FIN system is proprietary to Motorola and the company was awarded the original competitive contract in 2004 for equipment purchase, installation, and maintenance. The Department justifies the single source acquisition based on the proprietary nature of the Motorola system and the vendor's exclusive ability to provide maintenance services and replacement parts for the installed equipment. The contract is authorized under Section 282.702, Florida Statutes. Approval has been obtained from multiple Department divisions and officials, including the Contract Manager, Director of Telecommunications, Budget Manager, Purchasing Administrator, and the Interim Secretary of the Department of Management Services.

Intended Single Source:

Motorola Solutions, Inc.

Estimated Dollar Amount:

$563,349.36

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The FIN allows federal, state and local agencies to bridge communication between disparate radio systems throughout the state that would otherwise impede aid in emergency operations. To secure the network, DMS issued a competitive solicitation in 2004 and the contract was awarded to Motorola for purchase of equipment, installation and maintenance. The Motorola system is still operable and continues to provide these agencies with a valuable resource to communicate with each other for daily operations and efficient response in an emergency crisis.

The statewide solution is proprietary to Motorola, which is the only company that can provide the maintenance service and replacement parts for the equipment installed. This purchase is to maintain continuity of service for maintenance of the stated system.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Sunshine Donaldson, SLERS Contract and Project Manager, Contract Manager Camila Hornung, Director, Division of Telecommunications

Daniel Van Vilet, Budget Manager, Division Budget Liaison Alisha Morgan, Purchasing Administrator, Contract Administrator Caitlen Boles, Departmental Purchasing Director Angela Chiang, Attorney, Office of the General Counsel

Lance Dyal, Director of Finance and Administraction, DMS Budget Tom Berger, Interim Secretary, Department of Management Services

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A-

1.045, Florida Administrative Code, and section 120.57(3), F.S.
