About this file

This document is a Questions and Answers (Q&A) file for Invitation to Bid No. DMS-24/25-550 for Learning Platform Solutions issued by the Florida Department of Management Services (DMS). The procurement seeks a standalone Learning Management System (LMS) specifically for the Department of Management Services, with approximately 100-200 users expected, roughly half of whom are technical staff. The LMS is not intended to replace the state's current Success Factors system, but rather to provide on-demand training to help employees upskill or advance their careers. The Department is seeking a Commercial Off-The-Shelf (COTS) solution with configuration flexibility and is open to both integrated learning platforms and content-only or hybrid vendors.

The Department has flexible requirements regarding the platform, indicating openness to various approaches. They desire a user-friendly system with out-of-the-box content and the ability to upload custom content, with a preference for exam vouchers or in-platform certification options. While data residency within the continental United States is preferred, it is not mandatory. The procurement is open to vendors headquartered outside of Florida and may consider veteran or woman-owned small business categories. Pricing options are open, including per participant, per course, subscription-based, or bundled packages. The Department is particularly interested in platforms that offer competency and skill-gap reporting, role-based content curation, and completion rate tracking, though many features are described as "not required" but of interest.
