About this file
This is an Invitation to Bid (ITB) No. DMS-24/25-245 issued by the Florida Department of Management Services (DMS) for Project Management Professional (PMP) Exam Preparation Training and Testing Services. The solicitation seeks a contractor to provide comprehensive PMP exam preparation, including a 35-hour in-person training course, online training resources, exam fees, and re-examination support. The department plans to conduct a minimum of four classes per fiscal year, accommodating 20-30 students per class. The bid submission deadline is May 13, 2025, at 2:00 PM Eastern Time, with a public bid opening at 3:00 PM the same day. The contract is set to commence on July 1, 2025, with an initial term that will be specified in the final contract.
The historical annual spend for these services is approximately $169,200, though this does not guarantee a minimum contract value. The contractor must be a PMI Authorized Training Partner with instructors holding current PMP certifications, primarily delivering classes in Tallahassee with an option for one annual class in another Florida city. Key deliverables include course materials, the latest PMBOK Guide, online practice exams, initial and re-examination fees, and an annual PMI membership for each student. Bidders must submit comprehensive documentation through the MyFloridaMarketPlace (MFMP) Business Network and complete mandatory forms including conflict of interest declarations, non-collusion affidavits, and vendor certification. The contract will be awarded to the lowest responsive and responsible bidder, with the Department reserving the right to select one bidder or make no award based on the state's best interests.

19. Public Records. Article 1, section 24, Florida Constitution, guarantees every person access to all public records, and section 119.011, F.S., provides a broad definition of “public record.” As such, the entirety of the Bids are public records and are subject to disclosure unless exempt from disclosure by law. It is the Bidder’s responsibility to take the appropriate legal action to assert that the information in question is exempt from disclosure under Chapter 119, F.S., or other applicable law.
If the Department becomes subject to a demand for discovery or disclosure of documents that are marked as “confidential” in a legal proceeding, the Department will give the Bidder notice of the demand or request. It will be the Bidder’s responsibility to take the appropriate legal action in response to the demand and to defend its claims of confidentiality. By submitting a Bid, the Bidder agrees to protect, defend, and indemnify the Department for all claims arising from or relating to the Bidder’s determination that the redacted portions of its Bid are Confidential Information. If a Bidder fails to submit a redacted copy in accordance with this section, of information it claims is Confidential Information, the Department is authorized to produce the entire material submitted to the Department in response to a public records request for, or demand for discovery or disclosure of, these records.

Independent Preparation A Bidder shall not, directly or indirectly, collude, consult, communicate or agree with any other Bidder as to any matter related to the Bid each is submitting. Additionally, a Bidder shall not induce any other Bidder to modify, withdraw, submit, or not submit a Bid.
False or Erroneous Information A Bidder who submits false or erroneous information may be deemed non-responsive and not awarded a Contract. If the Bidder’s Bid is found to contain false or erroneous information after Contract award, the Contract may be terminated, and the Department may pursue any other legal action available.
Mandatory Responsive Requirements The Department will not review Bids from Bidders who do not meet the minimum mandatory requirements listed in Form 6 – Mandatory Responsiveness Requirements Form, including the submission of additional documents therein and the signed Form 6.
Additionally, Bidders found to be non-responsive or non-responsible will not be considered for award. The Department reserves the right to reject any and all bids and to re-solicit if in the best interest of the Department.
SECTION 4. SELECTION METHODOLOGY
Basis of Award
The Department intends to award a Contract to the responsive and responsible Bidder who submits the lowest responsive Bid. For purposes of determining the lowest Bid, Bids will be calculated based on a class size of 30 students. For example, if a Bidder’s Attachment B– Price Sheet contains a “Price per Class” amount of $100 and an “Additional Cost per student for students 21-30” amount of $10, then—for purposes of determining the lowest Bid—the Bid will be deemed to be in the amount of $200.
The Department reserves the right to award Contract(s) for all or part of the work contemplated by this solicitation, as determined to be in the best interest of the state and to accept or reject any and all Bids. The Department reserves the right to award Contract(s) to the next lowest responsive Bid(s) from responsible and responsive Bidder(s) to this solicitation if the Department cannot execute a Contract with a Bidder previously awarded a Contract.
Department’s Rights to Reject Bids The Department may reject any Bid not submitted in the manner specified by this solicitation.
Bids that do not meet all requirements, specifications, terms and conditions of the solicitation or fail to provide all required information, documents or materials may be rejected as non-responsive. Bidders whose Bids, references, or current status do not reflect the capability, integrity or reliability to fully and in good faith perform the requirements of the Contract may be rejected as non-responsible. The Department reserves the right to determine which Bids meet the requirements of this solicitation and which Bidders are responsive and responsible.
In this solicitation, the words “should” or “may” indicate desirable attributes or conditions but are permissive in nature. Where language indicates that the attribute or condition is mandatory, the Department still reserves the right to waive any minor irregularity if the Department determines that it is in the best interest of the State to do so.
Project Management Professional Exam Preparation and Testing Services Page 16 of 25
A deviation from a requirement or condition is material if, in the Department’s discretion, it provides a substantial advantage to one Bidder over another or has a potentially significant effect on the quality of the Bid or on the cost to the State.
Equal Bids In the event that there is no multiple award contemplated in the ITB, and the Department receives equal Bids eligible for award, the Department will comply with the following, as applicable: sections 287.057(11), 287.082, 287.087, 287.092, 295.187(4)(a), and 295.187(4)(b), F.S. In order to clarify the Bidders’ status with regard to the applicable statutory preference requirements, the Department may request information from Bidders with equal eligible Bids. A Bidder will not be permitted to amend or supplement its Bid in response to such request for clarification.
SECTION 5. AWARD
Rights for Award
The Department reserves the right to:
• Select one (1) Bidder for the services encompassed by this solicitation;
• Award contracts for less than all services encompassed by this solicitation;
• Reject all Bids and determine whether to reissue a competitive solicitation; or
• Withdraw or cancel the procurement and make no award.
Agency Decision The Department will post a Notice of Intent to Award to enter into one or more contracts with the Bidder(s) identified therein, on the VIP website: MyFloridaMarket Place Vendor Information Portal.

However, no contract shall be formed between a Bidder and the Department until both parties sign the Contract. The Department shall not be liable for payment for any work performed before the Contract is effective.
The Department intends to enter into the Contract(s) with a Bidder(s) pursuant to section 4.1, Basis of Award, of this ITB. No additional documents submitted by the Bidder shall be incorporated in the Contract unless they are specifically identified, incorporated by reference, and approved by the Department. If any additional documents are submitted by the Bidder, the additional documents will not be considered for the Basis of Award.
The Contract will consist of Attachment A – Scope of Work, Attachment B–Price Sheet, and Attachment C – Draft Contract, No additional documents will be incorporated in the Contract unless they are specifically identified, incorporated by reference, and approved by the Department.
