About this file

This document is a Questions and Answers document related to a Request for Information (RFI) issued by the Florida Department of Management Services (DMS) for Radio Tower Site Support and Maintenance Services. The RFI seeks information from vendors on providing support services for DMS-owned tower sites associated with the Statewide Law Enforcement Radio System (SLERS). The key details indicate that DMS is open to receiving information on any or all aspects of the request, including maintaining the towers and associated equipment, managing existing leases, and handling third-party front-end lease management. DMS estimates that approximately 55 radio towers will require management, with additional towers to be built as funding permits.

The document also provides clarification that third-party front-end lease management will include securing tenants, handling lease negotiations, preparing lease agreements, and managing the leases and their payments. This may include interfacing with the General Counsel's office during the preparation and execution of documents. The RFI is not seeking bids or proposals, and no contract award will result from this process.

Radio Tower Site Support and Maintenance Services

QUESTIONS AND ANSWERS

Note: All written questions are reproduced in the same format as submitted by the Respondent.

NO. QUESTION ANSWER

1.

Is the Florida Department of Management Services strictly interested in a company that is capable of handling all three aspects of the anticipated need, from marketing tower space and lease agreements to maintaining the Radio Towers or would DMS entertain information that would focus on only one aspect, like maintaining the Towers only?

DMS is open to receiving information on any or all aspects of the request.

2.

In maintaining Radio Towers to ensure operational integrity, is DMS looking for a company to just maintain the tower and tower lights or does it also include all associated systems to include the grounding system, generators, UPSs, shelters etc.?

DMS requires that the management company cover full-service maintenance on all the radio towers and all associated equipment.

3.

Are all 200 towers contemplated to be managed by the selected contractor?

Tower management is needed for radio towers that will be owned by the state, both conveyed and newly built; the estimate is closer to 55; additional radio towers will be built as funding permits.

4.

Are there existing leases that the selected contractor would manage?

Several radio towers have existing tenants that require lease management.

5.

Could you expand on third-party front-end lease management? Does this mean, for example, handling lease negotiations with lessees and preparing documents for signature by the State?

Third-party front-end lease management will include securing tenants, handling lease negotiations, preparing lease agreements, and managing the leases and their payments. This may include interfacing with our General Counsel’s office during the preparation and execution of documents.
