About this file
This is a Letter of Intent (DMI-40 Form) document issued by the City of Tampa's Equal Business Opportunity Program for use in conjunction with the Anhydrous Ammonia procurement (ITB 26-P-00014) for the David L Tippin Water Treatment Facility. The form requires bidders to document their commitment to utilizing Small Local Business Enterprises (SLBEs) as subcontractors or suppliers on City contracts. The letter of intent must be completed jointly by the prime bidder/service provider and each SLBE listed on the Schedule of Subcontractors to be Utilized form (DMI-20 Form), with both parties providing signatures and dates to certify the arrangement. The form requires submission within ten (10) workdays after the notice of intent to award is posted; failure to provide all letters of intent within this timeframe may result in bid rejection or award delays. The procurement involves approximately 150 tons of Anhydrous Ammonia annually for water treatment purposes, with technical requirements including 99-100% NH3 purity and NSF Standard 60 certification.
The letter of intent requires bidders to identify the specific scope of work or items to be supplied by each SLBE, the associated cost, and the cost as a percentage of the total City contract amount. An executed subcontract agreement or purchase order between the prime contractor and SLBE must be filed with the City of Tampa prior to commencement of the SLBE's work. The estimated contract value is approximately $200,000, with the initial term set at one year and potential renewal options for two additional one-year periods, plus the City's reserved right to unilaterally extend the contract for up to three additional 30-day periods. The procurement emphasizes compliance with Ordinance 2008-89 and requires comprehensive subcontractor payment tracking through the DMI-30 Sub-Contractors Payments Form. Bid opening is scheduled for Friday, November 14, 2025, with delivery specifications requiring shipments between 7:00 AM and 3:00 PM on normal working days.
