About this file

Summary

This is a City of Tampa Official Letter of Intent (DMI-40 Form) document required for the Removal, Towing, Storage and Disposal of Vessels procurement, an Invitation to Bid (ITB) issued by the City of Tampa in Hillsborough County, Florida. The form serves as a formal agreement between a prime bidder and any Small Local Business Enterprise (SLBE) subcontractors or suppliers that will be utilized in the performance of vessel removal and disposition services. Sealed bids are due by 3:00 PM on Monday, March 2, 2026, with questions submitted through the OpenGov eProcurement Portal up to six business days prior to bid opening. The contract will be awarded for a one-year period with options for four additional one-year renewals and up to three additional 30-day unilateral extension periods. Work must be completed within five business days of authorization unless otherwise agreed, and all services must be coordinated with the Department of Police or the requesting City department.

The procurement carries a Small Local Business Enterprise sheltered market designation, with certified SLBEs eligible to receive a five percent bid discount not to exceed $10,000. Prime contractors are strongly encouraged to utilize SLBEs as subcontractors or suppliers, and all Letters of Intent must be submitted to the City within ten workdays after the notice of intent to award is posted; failure to provide all letters within this timeframe may result in bid delay or declaration of non-responsiveness. Vendors must submit a single unit cost for all removal, towing, storage, and disposal services on an F.O.B. Tampa basis, with pricing to include all shipping, fuel, supplies, materials, taxes, and associated costs. Award will be made to the lowest responsive, responsible bidder based on evaluation criteria including vendor experience, financial condition, insurance eligibility, and compliance history. Vendors must maintain comprehensive insurance coverage including Commercial General Liability of $1 million per occurrence and $2 million aggregate, Marine General Liability of $1,000,000/$2,000,000, and other specialized marine insurance policies, with the City named as an additional insured on all liability coverage.
