About this file
This is a Scope of Work document from the Missouri Department of Mental Health and Substance Use Disorder Services (DMHSFS) for the development and delivery of a Trauma Informed Support (TIS) eLearn Course. The project requires the contractor to design, develop, and deliver a comprehensive online learning course focused on trauma-informed approaches to mental health and substance use disorder services. The course must be accessible, engaging, and suitable for a diverse audience of Missouri state employees and potentially other stakeholders within the mental health and substance use disorder system. The contractor is responsible for instructional design, content development, multimedia creation, learning management system integration, and ongoing course maintenance and updates. The contract includes a specified term with potential renewal options to ensure the course remains current with evolving best practices in trauma-informed care.
The pricing structure requires the contractor to submit a detailed cost proposal covering all aspects of course development, delivery infrastructure, and maintenance. Set-asides and specific pricing terms are to be negotiated based on contractor qualifications and the scope complexity. The funding for this initiative comes from the Missouri Department of Mental Health and Substance Use Disorder Services operating budget, with amounts to be determined through the bidding process. The contract emphasizes the importance of creating evidence-based training content aligned with national trauma-informed care standards and Missouri-specific mental health service delivery requirements. The current environment reflects an increased focus on trauma-informed practice across mental health systems, making this training a priority for workforce development.
