About this file

This is a Pre-Proposal Addendum No. 1 issued by the State of Michigan Department of Technology, Management and Budget and Department of Natural Resources for the TFSP Lower Falls New Park Store project in Lansing, Michigan. The addendum provides clarifications and additional information following a mandatory pre-proposal meeting and walk-through inspection conducted on February 21, 2019. The project requires design services with a proposed contract start date of April 1, 2019, and a target completion date of June 15, 2019 for Phase 500 (50% Design). The proposal due date was rescheduled to March 7, 2019. Site plan and topography drawings, including a Lower Falls Site Plan, Water System Plan, and aerial view plan, were distributed as attachments. A mandatory pre-proposal meeting attendance record is included in the addendum.

The addendum addresses two key clarifications discussed at the pre-proposal meeting regarding project scheduling and infrastructure evaluation requirements. Regarding the compressed 11-week Phase 400 schedule, the response indicates that proposers should provide a construction estimate to the Department of Natural Resources by the last week of June corresponding to the degree of project completion at that time, aligning with the DNR's annual target timeline for requesting construction funding for the next fiscal year. Concerning the well and sewer infrastructure evaluation, the addendum clarifies that proposers must review the aged but reportedly adequate existing water and sewer infrastructure systems to confirm capability to handle new building demand and provide recommendations on remaining life-cycle and longevity of existing system components. Two signed copies of the addendum must be acknowledged and returned with the proposal submission.

STATE OF MICHIGAN Date Issued: February 22, 2019 Department of Technology, Management and Budget Index No(s): 5213 State Facilities Administration File No: 751/18086.TAP 3111 W. St Joseph St. Lansing, MI 48917 Department: Natural Resources P.O. Box 30026 Project Name: TFSP Lower Falls - Lansing, Michigan 48909 New Park Store Subject: PSC Proposal Proposal Due Date: March 7, 2019

PSC PRE-PROPOSAL ADDENDUM NO. 1

TO: All Interested Parties

SUBJECT: Revision to RFP Soliciation Notice and Project Statement

INTENT: This Addendum is issued to provide additional and corrected information to proposers as requested, distributed or identified at the mandatory pre-proposal meeting and walk-through-inspection conducted on February 21, 2019.

Item 1 – Attached is a copy of the Attendance Record from the Mandatory Pre-Proposal Meeting.

Item 2 – Note/reminder: Due to the rescheduling of the initial pre-proposal meeting, the Proposal Due date has been adjusted from February 21, 2019 to March 7, 2019 as indicated in the Project Statement.

Item 3 – Requested site plan and topography drawings are included as attachments to this addendum for information only. They include: 1) Lower Falls Site Plan; 2) Lower Falls Water System Plan; and 3) Lower Falls aerial view plan.

Item 4 – Clarification – The following question and response were rehearsed at the PreProposal meeting:

Question: Regarding the Project Schedule, the RFP states to assume a contract start date of April 1, 2019 and a target completion date of June 15, 2019 for Phase 500, 50% Design. This is only an 11 week period of time. With Phase 400 review meetings at 50%, 90% and 100% milestones there are 6 weeks of Owner review time (two week allowance for every submittal) in this time period. This targeted completion date of June 15, 2019 seems extremely tight to accomplish Phase 400 services on a project of this magnitude. Can this date be adjusted?

Response: As much as the schedule allows based on the timing of PSC contract initiation, provide a construction estimate to DNR by the last week in June corresponding to the degree of completion of the project to-date at that time. The end of June is an annual target time for the DNR to request construction funding for projects for the next fiscal year.

Item 5 – Clarification – The following question and response were rehearsed at the PreProposal meeting:

Question: One of the project design elements included in the RFP is stated as “Well and sewer infrastructure evaluation for its capability to reliably service the proposed building.” Could more information be provided describing the existing well and sewer system including the routing of piping? Is any analysis of the existing sewage lagoon included in the project scope? Is sewage presently pumped from the existing building directly to the lagoon or is it pumped in series from the lower campground?

Response: Additional information was provided at the meeting with the Park personnel indicating that the infrastructure (lift stations, pipes, pumps, wells, etc.) is aged but does not appear to be inadequate for the existing building capabilities. Sufficient review of the existing system and conditions is desired to confirm whether the exisitng water and sewer systems can handle the new building demand and output. Review and recommendations related to existing system components remaining life-cycle/longevity should also be provided.

Here ends PSC Pre-Proposal Addendum No. 1.

ACKNOWLEDGEMENT: Two copies of this Addendum, properly signed in the space provided below, must be acknowledged and returned with the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
