About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Military Affairs for the Camp Blanding Joint Training Center located in Starke, Florida. The solicitation seeks commodities to supply simulation units used for training purposes, specifically including Explosive Blast Simulators for Close Air Support and Artillery Impact, Powder Containment Shells Blast effects (PuCS), Smoke Effects Devices for Wireless Smoke Simulation Initiator, and SIM-AED Audio Effects Remote System. The contract term runs from August 27, 2026, through June 30, 2027. The notice was posted on August 5, 2026, with a deadline of August 26, 2026, for receipt of information from prospective vendors. The solicitation does not indicate a specific bidders' conference or site visit requirement.
The estimated dollar amount for this single source procurement is $150,000.00. The intended single source is OPCON Training Solutions, and the justification for this designation is based on compatibility and integration requirements with existing OPCON-manufactured simulation units currently in use at Camp Blanding Joint Training Center. The agency determined that purchasing consumable simulation devices from the same manufacturer ensures seamless compatibility with the existing equipment and control systems. The contact for this procurement is Jennifer Adams at the Camp Blanding Joint Training Center, reachable at 904-682-3365 or jennifer.c.adams16.nfg@army.mil. The purchase was approved by John Connor (DMA Purchasing Director), LTC Jason Robinson (CBJTC Operations Officer), Zacharie Sampeur (Budget Analyst), and John Ivey (Range Maintenance Operations Manager).
