About this file
This document is a Questions and Answers (Q&A) addendum for Invitation to Bid (ITB) DMA-ITB-336 issued by the Florida Department of Military Affairs for the Camp Blanding Joint Training Center (CBJTC) Range Roadblock Gates project. The procurement involves installing 31 sets of double roadblock gates, with each set consisting of two gates, two 96" gate posts, two 72"x2" gate stop posts, and a new combination lock. A mandatory pre-bid site visit was previously conducted, and potential bidders were informed that missing this meeting disqualifies them from bidding. The document provides clarifications on various technical specifications, including concrete requirements (3500 PSI), post installation standards (ASTM), and gate hardware details such as chain hooks.
The Q&A document addresses eight specific questions from potential bidders, covering critical implementation details like reflective tape requirements, grease fittings, post installation depth, gate location marking, underground utility locates, and concrete specifications. Camp Blanding will flag gate locations and perform underground utility locates, and bidders are advised that gate installations may require additional concrete beyond minimum ASTM standards due to sandy soil conditions. While no specific pricing information is provided in this document, the previously referenced solicitation summary indicated an estimated project expenditure between $90,000 and $100,000. Bidders must be registered in the MyFloridaMarketPlace system and provide evidence of at least three years of continuous business operation in similar services.

Questions and Answers
Questions and Answers
The Department has received the following questions and the Department’s answers are provided in the table listed below:
No. Question Answer
1 I was not able to make it to the pre-bid meeting.
Is there any way I can still bid on this project?
No. Per the invitation to bid under the calendar of events on page 2, the Pre-Bid Site Visit is Mandatory.
2 Do we need to include reflective tape on gates? No.
3 Do we need to include any type of grease fittings such as zerk fittings for the pivoting sleeve?
No. Post should be greased before installing the gate.
4 Do we need to include hooks on the 2” gate hold posts for the chain?
Yes. The gate will have the chain and the 2” back stop post will have the hooks for the chain to connect to.
5 Verbiage, “encased in enough concrete” is not specific enough. Should we use ASTM standards for post hole depth/diameter?
Standard calls for 12”x36” hole for a 4” post.
Yes. ASTM standards will be the minimum.
Keep in mind, most of the gates are going into sandy soil therefore, they might require more than the minimum to offset the weight of the gate.
6 Will gate locations be marked in the field beyond the map?
Yes. Camp Blanding will flag the location of each gate however, field adjustments may occur.
7 Are there any underground utilities, and if so, will the owner locate said utilities or will that be our responsibility?
Yes. Camp Blanding will do the locates of underground utilities.
8 Is there a PSI requirement for the concrete? Yes. Concrete will be 3500 PSI and should be wet before putting in place. Dry concrete around the posts is not allowed.
No other questions were received.
