Product Service Code: R499 – Support – Professional Other NAICS Code: 562910 – Remediation Services (Environmental) Size Standard: 1,000 Employees

A. GENERAL INFORMATION

This is a Notice of Intent to award a sole source contract. This is not a request for information or proposal.

The 772 Enterprise Sourcing Squadron (ESS) in conjunction with the Air Force Civil Engineer Center (AFCEC), Joint Base San Antonio - Lackland Air Force Base, TX, intends to issue a sole source contract to AECOM Technical Services (Cage 4L767), 300 S Grand Ave, Suite 900 FL9, Los Angeles, CA 90071, for Architecture and Engineering (AE) Environmental Services to support optimization efforts at Defense Distribution Depot San Joaquin, CA – Tracy Site. This project involves Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remediation Program support for Defense Logistics Agency (DLA) Tracy Site in accordance with the Federal Facilities Agreement (FFA) and previously-signed decisions documents. Efforts include groundwater extraction well and conveyance installation fieldwork and reporting; inactive monitoring well decommissioning; biovent well decommissioning; groundwater monitoring program optimization; groundwater treatment system operations and maintenance and optimization; land use control inspections; soil vapor extraction (SVE) system decommissioning; and completion of a five-year review. These efforts are to ensure containment and treatment of the groundwater plume while continuing optimization of installed treatment systems.

The expected Period of Performance for this requirement is one year from date of award.

This requirement is intended to be executed under exception to Full and Open Competition in accordance with FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This notice of intent is not a request for competitive quotations or proposals. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 4:00 pm CT on 9 August 2024. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c)(15), this action is intended as a sole source action for the following reasons:

AECOM Technical Services, as (purchaser of URS Group) has been the contractor providing restoration/remediation and optimization at the DLA Tracy Site since 2014. AECOM executed the previous 5-Year Review and treatment installation/optimization have been performed by AECOM. AECOM is the contractor responsible for initial investigation of the site, installation of treatment systems, optimization efforts. Introduction of a new contractor would risk improper handling of the existing treatment systems, non-compliance with near-term monitoring requirements, and risks expansion of the groundwater plume into nearby non-DoD areas.

Any information should be e-mailed to rebecca.quint@us.af.mil no later than 4:00 pm Central Daylight Time on 9 August 2024. Only inquiries/information received by this date will be considered.
