About this file
This is a Request for Quote (RFQ 2024.13) issued by the Florida Department of Legal Affairs, Office of the Attorney General (OAG), seeking a replacement for their current internally developed Ticket Management System. The RFQ aims to procure a new software solution to support multiple business units including Human Resources, Information Technology, Finance, Purchasing, Contracts, Maintenance, Mail Room, Records, and Print Shop. The proposed system must accommodate up to 1,400 potential users, provide comprehensive ticket management functionality, and replace the existing system currently operating within HCL Notes. Key procurement dates include RFQ posting on 04/25/25, written questions due by 05/02/25, respondent quotes due by 05/23/25 at 5:00 p.m. Eastern time, anticipated system demonstrations in June 2025, and a targeted contract start date of 07/18/25.
Respondents must submit an electronic quote no longer than 30 single-sided pages, providing detailed contact information, management experience, a comprehensive solution narrative, and full pricing documentation. The OAG will evaluate responses based on 36 detailed system requirements, with a focus on finding a technically capable vendor that can seamlessly replace the current internally developed system. While no specific budget range is mentioned, the complexity of requirements and potential user base suggests a substantial investment. The RFQ indicates that mandatory demonstrations will be conducted, during which the OAG will comprehensively evaluate proposed solutions to ensure they meet the agency's operational needs. Respondents are responsible for all costs associated with preparing their quote, and the OAG reserves the right to request additional information from vendors to obtain clarification regarding their submitted quotes.

SECTION 1. OAG OBJECTIVE
The Florida Department of Legal Affairs, Office of the Attorney General (OAG), maintains a help desk ticket management system within HCL Notes and it is used by several business units (Human
Resources, Information Technology, Finance, Purchasing, Contracts, Maintenance, Mail Room, Records, Print Shop, etc.). The existing ticketing system was developed internally by OAG’s
Information Technology business unit. The OAG is searching for a responsive Respondent to provide a software product to replace the existing ticketing system. The proposed solution must be easy to use and able to assign requests to each unit’s staff members, and when complete, close out the ticket.
The number of users would depend on how the user is defined, i.e. is it the help desk staff or anyone who submits a ticket? If it is anyone that submits a ticket, the potential number is 1,400.
