About this file

This document is a Contractor Special Conditions requirement for work at Naval Nuclear Power Training Unit (NPTU) Charleston, a Naval Reactors activity located in Goose Creek, South Carolina on Joint Base Charleston-Weapons Station and subject to Executive Order 12344.

Contractors must submit a Plan of Action no later than ten days prior to the work start date detailing procedural steps, service interruptions, energy isolations, required NPTU support, safety hazard mitigation, and environmental concerns, with NPTU approval required before any onsite work begins. Daily coordination is mandatory, with contractors meeting the Site Work Controls Officer (WCO) before commencing work each day and again at day's end to report status and progress; work cannot begin without WCO authorization. Security access requires all contractor personnel to submit visit requests at least five business days in advance, or ten business days for controlled sections of the facility. Personal electronic devices are prohibited within NPTU's security enclosure, with restricted items including cameras, cell phones, personal computers, radioactive materials, classified material, radio transmitters and receivers, personnel monitoring devices, and optical and magnetic media unless prior authorization is granted. Medical emergencies must be immediately reported to NPTU Security at 794-3333 or (843) 794-3095, followed by notification to contractor management and the WCO. In severe weather events such as hurricanes, work will be suspended at least 72 hours prior to projected landfall, and contractors must remove all vehicles, tools, and equipment from the site within that timeframe, with work resumption dependent on storm damage assessment.
