OF JUSTICE PROGRAMS (OJP)
Office for Victims of Crime
This Request for Information (Sources Sought Notice) is being released pursuant to the Federal Acquisition Regulations (FAR) Part 10 Market Research. The information collected through the process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Proposal (RFP), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this Sources Sought Notice shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary.
The Department of Justice (DOJ), the Office of Justice Programs (OJP) is issuing this Sources Sought Notice to identify qualified and small business vendors (e.g., 8(a); Service-Disabled Veteran Owned Small Business;
Historically Underutilized Business Zone (HUBZone) Small Business; Small Disadvantaged Business; Veteran- Owned Small Business, Women-Owned Small Business and Economically Disadvantaged Women-Owned Small Business) having an interest in and possessing the resources and expertise to provide video production and multimedia services support to the Office for Victims of Crime (OVC). The applicable North American Industry Classification System (NAICS) code assigned to these proposed services is 512110.
Background:
The Office for Victims of Crime (OVC), a component of the Department of Justice’s Office of Justice Programs, was established in 1984 to enhance the Nation’s capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices to promote justice for all crime victims. OVC provides training and education resources for diverse professionals who work with victims, develops and disseminates publications, supports projects to enhance victims’ rights and services, and educates the public about victims’ issues.
The services requested shall support the training of crime victim assistance programs as authorized by the Victims of Crime Act (VOCA) of 1984, P.L. 98-473, as amended. The production of multimedia videos has been an integral part of OVC’s efforts to instruct and inform victims’ assistance, criminal justice, and allied professional communities about crime victims’ issues and enhance public awareness efforts related to victims’ rights and services.
Scope:
The contractor may be required to:
• Produce and deliver to OVC special event video production services as identified by OVC to support National Crime Victims’ Rights Week (NCVRW) activities, specifically an annual theme video and memorable individual award recipient tributes for presentation at the annual NCVRW Awards Ceremony each April.
• Produce and deliver additional training and education videos on crime victims’ issues identified by OVC.
• Provide expert program management and expertise in assisting OVC during planning phases prior to a video project being funded while concepts are being developed as well as developing and/or revising video production standards, style guide, and standard operating procedures.
• Ensure through the development of a process that all new video footage, including B-roll or previously dated analog or video files in other formats requested by OVC, is digitized, archived, catalogued, and stored in a manner that can be easily accessible and retrieved for use in other video projects as needed.
For examples of OVC’s video and multimedia projects, visit http://www.ovc.gov/library/videoclips.html or OVC’s YouTube Channel at https://www.youtube.com/user/OJPOVC.
Services:
OVC expects all video and multimedia products and services to be developed with high production values and provided in an efficient, professional, sensitive, creative, and timely manner. OVC video projects often deal with sensitive crime victimization issues (i.e., sexual violence, homicide, assault, domestic violence, and child victimization, identity theft, etc.). Respondents should also demonstrate substantial experience with the production and delivery of products that focus on issues of crime victimization. It is important that the respondents demonstrate sensitivity to individuals that have experienced trauma and organizations working to serve these individuals. Finally respondents should specifically demonstrate the capability to produce videos commemorating the work of crime victim advocates and allied practitioners whose efforts advance the cause of victims’ rights and services. Video and multimedia services should be culturally sensitive, diverse, and victim centered. It is expected that the respondent sufficiently budget enough shooting days to have appropriate footage for each video project, including extensive travel (possibly in remote areas) across the United States, including Indian Country and Alaska Native villages.
Services under this procurement may include:
• Conducting background research on victim issue(s), as appropriate, and develop creative outlines, message development, and suggested cast to meet the needs of the identified target audience and spirit and intent for each video topic.
• Contacting individuals and programs to be featured in the videos to discuss production plans and to schedule photography, filming, and interviewing schedules.
• Ensuring that all individuals who appear in new or existing stock footage have signed fully executed consent forms.
• Coordinating and carry out filming and interviewing of identified individuals for each video project, including commissioning photographers or video crews to shoot new photographs and footage and collect existing photographs and stock footage appropriately licensed for broad use and dissemination
• Developing cutting scripts for OVC review and comments prior to editing.

• Assembling the rough cut of the videos for OVC, other U.S. Department of Justice components, and non-governmental agency review, comments, and approvals.
• Completing the final edits of the videos, add graphics, special effects, and an appropriate musical score.
• Ensuring all videos are professionally and accurately encoded with closed captioning and audio navigation features for final video deliverables.
• Delivering to OVC a final master copy of each video based on current OVC technological requirements to be used for hard copy prints of the video, Web-ready, and YouTube ready files.
• Developing the artwork and text for the video/DVD case covers for each video and submit to
OVC camera-ready materials in a format compliant with OVC standards.
• Providing program management expertise to OVC during planning phases and video concept development.
• Assisting in the development or revising OVC video production and multimedia production standards and style guide.
• Developing a process to ensure that a library of footage is maintained, archived, and searchable, as needed and will be transferrable to OVC or another source, in an acceptable format, at the end of the contract period.
