National Training and Technical Assistance Center (NTTAC)

This Request for Information (RFI) is being released pursuant to the Federal Acquisition Regulations (FAR)

Part 10 Market Research. The information collected through the process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. This is NOT a Request for Quotes (RFQ), and nothing shall be construed herein or through the Sources Sought process to commit or obligate the Government to further action. In addition, vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of capability information in response to this market survey is purely voluntary.

The Department of Justice (DOJ), Office of Justice Programs (OJP) is issuing this Sources Sought Notice to identify qualified and responsible small business vendors (e.g., 8(a); Service-Disabled Veteran Owned Small

Business; Historically Underutilized Business Zone (HUBZone) Small Business; Small Disadvantaged Business;

Veteran-Owned Small Business, Women-Owned Small Business and Economically Disadvantaged Women-

Owned Small Business) having an interest in and possess the resources to support the technical and management services necessary to operate the Office of Juvenile Justice and Delinquency Prevention’s (OJJDP) National

Training and Technical Assistance Center (NTTAC). The services provided under this requirement will assist

OJJDP in fostering innovations and reforms in the juvenile justice field; sharing knowledge across sectors to most effectively serve children and families; emphasizing specific areas of national leadership undertaken by the

Office; identifying national juvenile justice resource needs, gaps, and trends; coordinating and leveraging the delivery and provision of training and technical assistance (TTA) to OJJDP constituents; and providing support to the Office in addressing emerging national issues relevant to OJJDP’s portfolio of work. The applicable North

American Industry Classification System (NAICS) code assigned to these proposed services is 541611.

Background

OJJDP is a component of the Department of Justice (DOJ), Office of Justice Programs (OJP) and accomplishes its mission by supporting states, local communities, tribal jurisdictions, public and private agencies in their efforts to develop and implement effective programs for youth at risk of delinquency and victimization. The

OJJDP also strives to provide national leadership and strengthen the juvenile justice system's efforts to protect public safety, rehabilitate and hold accountable young people who offend, and provide services that address the needs of youth and their families.

Under the leadership of its Administrator and through its components, OJJDP sponsors programs, research, and

TTA (training and technical assistance) initiatives; develops priorities and goals and sets policies to guide federal juvenile justice issues; disseminates information about juvenile justice issues; and awards funds to support state, local, and tribal juvenile justice programming.

OJJDP first created the National Training and Technical Assistance Center (NTTAC) in 1995 to facilitate systematic coordination of OJJDP TTA resources, increase responsiveness to constituent needs, promote the use of best practices in the provision of OJJDP-funded TTA programs, facilitate collaboration among members of the OJJDP TTA provider network, and employ performance standards for effective practice in the planning, delivery, and assessment of TTA. As the provision of TTA services has become more distinct and complex, OJJDP is transforming NTTAC into a juvenile justice and child victimization knowledge management (KM) system.

For this procurement, the goal is to strategically align and connect OJJDP TTA providers with OJJDP grantees and other practitioners in the field seeking assistance, creating communities of practice focused on sharing juvenile justice knowledge; as well as enhancing OJJDP’s efforts to lead and facilitate national juvenile justice reform efforts.

Scope

The contractor must demonstrate a strong understanding of OJJDP’s mission; demonstrate history and experience in coordinating training and technical assistance services on a national level; and expertise in KM and information management practices. The Contractor must have demonstrated expertise in managing information effectively across sectors, facilitating linkages and coordinating resources strategically, facilitating communication, and establishing a sound KM system. The Contractor will use this KM expertise to serve as

OJJDP’s principal coordinator, broker, and facilitator of all of the Office’s juvenile justice TTA resources and services.

Services

Listed below are the general tasks that shall be accomplished under this procurement:

o Implement a four-process model of knowledge management as a foundation to the agency’s TTA function. The four processes include: knowledge gathering; knowledge organizing; knowledge refining; and knowledge disseminating o Required to work cooperatively with OJJDP TTA providers to ensure the successful implementation of this project o Serve as central contact/coordinator for all TTA requests o Create an underlying database/tracking and management system that collects key elements about the TTA request and task plan o Develop standard operating procedures for managing the online TTA workflow management center o Review and update OJJDP Core Performance Standards for TTA o Develop and support the provision of webinars and the latest virtual learning technologies o Establish and monitor a virtual “OJJDP TTA Helpdesk.”

o Develop and maintain a system for continuous quality improvement of OJJDP-funded TTA o Transition TTA presence to OJJDP.gov o Respond to Ad Hoc Direct Service TTA Requests

The contractor shall provide, at a minimum, juvenile justice subject matter experts, program management and support staff. The Contractor shall provide competent, knowledgeable, professional, non-governmental personnel to operate the NTTAC. The Contractor shall provide all recruiting, screening, hiring and monitoring of staff for this project. Staffing shall include a full-time Program Manager(s) and
