3. EXAMPLE OF AIRCRAFT REQUIREMENT

The USMS currently has a prisoner removal scheduled for DATE ZZZ from Bogota, Colombia (BOG) to Airport XXX in the USA. This removal has to utilize a dedicated flight because of security and venue specific issues. The statement of work for this mission is as follows:

1. Aircraft would be pre-positioned Bogota, Colombia on DATE prior from the DATE ZZZ at YYYY local time.

2. Aircraft would depart Bogota, Colombia on DATE ZZZ at 10:00 local time with up to 10 PAX (5 Law Enforcement and 5 prisoner(s) and fly to XXX Airport in the USA and drop off all PAX. The aircraft must be capable of holding all passengers.

3. The aircraft must be capable of making the trip from Bogota, Colombia to the US port of entry without refueling. The Contractor is responsible to plan accordingly for weather and ground conditions in Bogota. Considerations need to include, but should not be limited to, aircraft weight, weather conditions on the ground and in the flight plan. Unless an emergency situation arises regarding the need for a refueling /maintenance stop, stops/delays are not permitted due to extensive logistical issues. Because of past issues, Falcon 50 (non-EX models), Hawker 1000, Challenger 300, and any Lear Jet aircraft are not permitted for this mission. An aircraft manufacture date of 1991 or newer is required.

4. The aircraft tail number for the aircraft cannot change; exceptions are no longer authorized. Coordinating the extradition is a complex task and requires diplomatic clearances. If a change of aircraft is needed the contract may be subject to termination if a substitute deemed appropriate by the USMS is not offered.

5. Due to security, logistical, and delay issues it is required to use CAM

International, Inc. as the ground logistics sub-contractor at El Dorado International in Bogota. This includes refueling.

6. Once awarded the flight crew manifest must be furnished within 1 business day.

Due to security and logistical requirements in Bogota, the flight crew must coordinate airport transit (from and to Bogota El Dorado International Airport) and hotel reservations with the USMS Country Attaché in Bogota.

7. All pertinent changes (aircraft type, aircraft tail number, crew manifest, arrival time to Bogota, port of departure to Bogota, and departure time from Bogota) must also be coordinated with the USMS Country Attaché in Bogota. They cannot be made directly with CAM International.

8. All past due bills to CAM International must be paid and current, or the contract is subject to termination.

9. Each mission must include aircraft operator, aircraft type, aircraft tail number, a full flight itinerary to include take-off times, landing times, U.S. port of departure, and U.S. port of entry. It must also include confirmation the flight will not be made trackable via public flight tracking websites.

10. Due to diplomatic clearance requirements imposed by the Government of Colombia a full mission flight plan must be filed 5 business days in advance of the aircraft arrival to Bogota.

11. The broker, and as applicable the carrier, must have the operational knowledge to navigate the complex mission and coordination parameters to include maintaining operational security.

The aircraft must be available to USMS from a U.S. commercial air carrier (in accordance with The Fly America Act) with a current and valid Title 14 CFR Part 121/125/135 Operating Certificate and be dedicated exclusively to the USMS. The following additional requirements will be satisfied for those missions scheduled to perform the lawful extradition of prisoners from foreign countries to the U.S.
