Questions and Answers
Q: The solicitation (RFQ) does not define a specific format for submitting. Is there a requirement for submitting Past Performance and Technical Capabilities in a maximum number of pages?
A: These are not required as part of the quote. Please see the Instructions to Offerors for what needs to be submitted.
Q: Attachment #2 – Page 1 #4 Statement reads:
DOCUMENTATION AND VEHICLE FILES

Does the USMS provide an electronic inventory database system? If the vendor uses an in-house system, is the data and the In-House Program property of the USMS or just the data?
A: No, the USMS does not provide an electronic inventory database system. If the vendor uses their own, the program is not property of the USMS. In the event of termination, the vendor would be responsible for providing the data to the USMS in a manner that the USMS can access (such as hard copy or pdf).
Q: Attachment #4 – Page#8 item x, Statement reads: Contractor SHALL NOT DISCLOSE VIN or CATS ID number in any advertisement.
As part of a Vehicle Catalog / Vehicle description page on an online Auction Site, such as GSA Auctions for example, VIN numbers are provided. In case of bidders in Puerto Rico, they need the VIN to verify Excise Taxes owed on the vehicle. Is this Online Catalog considered an advertisement?
A: See section 9 of SOW for Advertising:
For online auctions contractor is required to
i) Contractor shall advertise all sales via contractor operated Internet website.
ii) Contractor shall send COR the link to their website for additional posting of advertisement on the USMS website.
VINs are not permitted to be disclosed in the online auctions. Buyers may call/email the vendor to obtain the VIN in which the vendor may provide it at that time. See below for USMS online sale with GSA Auctions where VIN is not provided:
