AMENDMENT 0002 – RFI - DJM-16-A41-R-0029

Consolidated APC Support

1. The purpose of this amendment is to:

Provide clarification to responses to questions received from potential offerors concerning the US Marshal Service Office of Director’s Request for Information (RFI) for Consolidated APC Support services issued on April 19, 2016.

1. OFFEROR’S QUESTION - Is there an incumbent for the subject requirement? If so, could you please provide the contract number?

GOVERNMENT’S RESPONSE – This is a new requirement.

2. OFFEROR’S QUESTION - What is the anticipated RFP release date?

GOVERNMENT’S RESPONSE – Anticipated released date for the solicitation is the end of June.

3. OFFEROR’S QUESTION - Section 2: Scope: there is a reference to “socio-economic “goals? Can you elaborate please?

GOVERNMENT’S RESPONSE – This language will be omitted from the finalized Statement of Work.

4. OFFEROR’S QUESTION – Section 9: Personnel: the requirement of 10 years’ experience (Each personnel shall have a minimum of ten years of service in their respective areas of expertise which is documented and verified as having been performed at least at the fully satisfactory level) seems to conflict with qualifications for the stated positions contained in Section 12;

GOVERNMENT’S RESPONSE – The language in Section 9 will be omitted from the finalized Statement of Work.

5. OFFEROR’S QUESTION - Section 12: Requirement: Some of the FA Level 1 tasks are transactional and processing in nature. In our experience this work can be performed at a high level of competence by persons with direct experience, who may not possess a 4 year college degree. Would you allow “or equivalent experience” in lieu of a 4 year college degree some of the FA Level 1 positions? We believe this would aid in retention and staff stability, an important component for success.

GOVERNMENT’S RESPONSE – No, because the personnel still need to have financial background to properly reference and process each transaction (i.e. obligation, receipt, invoice, etc.). The lack of understanding on how the financial process flow will increase the number of errors.

6. OFFEROR’S QUESTION – Section 5: Performance Period: Given the proposed contract start date of October 1, 2016, is there a phased-in schedule of staffing, or is the Contractor to provide all positions Day 1?

GOVERNMENT’S RESPONSE – The government would like prospective offerors to propose a phased-in schedule with a 30 day transition period ending October 30, 2016.

7. OFFEROR’S QUESTION - Section 14: Management and Support/Section 8: Key Personnel: The Program Manager is identified as a “dedicated, key personnel” position. Is it envisioned that the Program Manager is a full-time, billable position on location in Austin?

GOVERNMENT’S RESPONSE – The government is interested in Industry’s position on the Program Manager.

8. OFFEROR’S QUESTION - Section 1: Background: This contract is to provide staffing support for the Austin Processing Center (APC). Will the contract personnel operate as a separate unit within APC, with defined scope and responsibilities, or will the contract personnel be deployed within and throughout the APC into existing supervisory structures?

GOVERNMENT’S RESPONSE – The contract personnel will operate as a separate unit within APC, with defined scope and responsibilities.

9. OFFEROR’S QUESTION - Section 20: Deliverables: Reference is made to specific reporting requirements, but no examples are provided. Can you provide sample reports or list out the types of reporting that will be required?

GOVERNMENT’S RESPONSE – This language will be omitted from the finalized Statement of Work.

10. OFFEROR’S QUESTION – Can you please elaborate as to the nature of the CLIN structure question?

GOVERNMENT’S RESPONSE – The government wanted to view the various ideas from Industry on the best practice for CLIN structure.

11. OFFEROR’S QUESTION - The requirements for Labor Categories in Section 12 are far less than those stated in Section 9. What requirement does the government want followed for this effort?

GOVERNMENT’S RESPONSE – The requirements for Labor Categories in Section 12 are correct.

12. OFFEROR’S QUESTION – Would the government accept replacement personnel who meet the Labor Category requirements for the position/role being replaced?

GOVERNMENT’S RESPONSE – Yes.

13. OFFEROR’S QUESTION - Does the government have a prescribed format or page count requirement for this response?

GOVERNMENT’S RESPONSE – The government would prefer that the page count be less than 15 pages.

14. OFFEROR’S QUESTION - This requirement is classified under NAICS 561320 (Temporary Support Services). What is the reason for this NAICS classification?

GOVERNMENT’S RESPONSE – The NAICS code in the RFI was selected as a general code for the initial inquiry. The Contracting Officer is considering NAICS Code 541219 - Other Accounting Services. We are accepting feedback for a recommended NAICS code for the financial services positions.
