SOW-MAJOR SECTION INDEX:
Description of Services General Information Government-Furnished Property and Services Training Center Provider Responsibilities & Deliverables Period of Perfromance Forecast Scheduling
1 DESCRIPTION OF SERVICES.
1.1 BACKGROUND.
The US Marshals Service (USMS) utilizes uniquely modified B-737-400 aircraft to execute Government Public Aircraft transport missions under Justice Prisoner and Alien Transport System (JPATS) division authority. In order to provide realistic training, the USMS has identified FAA Certified Aircraft Simulator #592 as a sole training device that closely meets USMS fleet configuration. Although Alaska Airlines is owner of this device, only K&S Aviation Services INC. is the only 14 CFR Federal Aviation Regulation Part 142 approved training course provider that is approved to conduct Pilot-in-Command (PIC) Initial, Recurrent and Ground School Academic Training on this device and will be referred as Training Center Provider (TCP) throughout this SOW.
1.2 SCOPE.
The TCP shall provide PIC Initial, Requalification, Recurrent and Ground School Academic and Flight Training, and a variety of technical courses for USMS Pilots operating B737-400 series aircraft. The required training includes the following: Initial PIC FAA type rating, Requalification PIC (USMS Pilots who hold FAA B737 Type Rating with no recent flight experience within past two to five years), and Recurrent PIC Training. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the USMS employee’s personnel records. The individual USMS pilot is responsible for FAA prerequisites. A class schedule and syllabus in the TCP’s format will be provided to each student prior to the beginning of class. All training courses shall include handouts, access to any pertinent computer-based libraries, and on-line computer-based training as deemed appropriate by the TCP for training purposes. During Full Flight Simulator (FFS) training, pilots shall split the flying time between the left and right seat. This “Crew Concept” is further detailed as: when one pilot is receiving pilot-in-command (PIC) training in a simulator/training device, the other pilot shall receive second-in-command (SIC) training. When one pilot is receiving PIC training in the left seat of an airplane flight deck the other pilot shall receive observer time (flight deck seating permitted). No additional charge shall be made for the presence of, or instruction provided to, such additional USMS pilot/ Government Quality Assurance Evaluator (QAE) pilot.
1.3 SPECIFIC SUPPORT SERVICES.
Flight Training for all B737-400 Series Aircraft-configuration requirement: Current USMS aircraft configuration includes EFIS instrument stack with EADI and EHSI/MAP dual displays, dual FMCs (10.7 or later), dual GPS & INS certified for RNP-AR instrument approach procedures, CFM356-3C-1 engines, RD-4B radar, EGPWS with low level wind shear detection, and TCAS II v7.0 software.
