1.0 Introduction
This Statement of Work (SOW) outlines the requirement to provide Vehicle Outfitting Services to the United States Marshals Service District of New Mexico.
1.1 Scope/Objective
The USMS D/NM currently has six (6) vehicles that will need to have the same modifications / upgrades. These vehicles are used by personnel daily for travel in performance of their duties and functions
2.0 General Requirements
This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstance shall the Government assign task to, or prepare work schedules for individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services. It shall be the contractor’s responsibility to notify the Contracting Officer immediately.
3.0 Performance Requirements
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 The contractor shall supply all parts and components.
To aid in any unanticipated design change(s) following contract award, at the start of each order the project shall require each vehicle type to be retrofitted and shall involve an in-process inspection by a Government Technical Representative assigned by the Contracting Officer Representative (COR) to examine component and wiring installation. Where avoidable, holes shall not be drilled and equipment secured until the in-process inspection is complete and accepted.
Prior to acceptance of final vehicles, the USMS COR will inspect or assign Government Technical Representative to inspect all up fitting and test all operational equipment at the vendor facility. All deficiencies, shall be corrected at no cost to the USMS no later than five (5) business days after rejection by the COR that vehicle(s) do not conform to the specifications outlined in the SOW, unless written approval from the COR is given.
3.2 The outfitting package shall include the following commercially-available products:
1. The factory-installed tint line shall be the only tint on the windshield. Where requested by the COR, tint cut-outs on the side and rear windows shall allow emergency lighting to be visible from the outside when illuminated.
2. High resolution emergency LED/strobe lighting system to provide maximum visibility when illuminated, but be as inconspicuous as possible when not, consistent with police standards. Where possible, all emergency lighting shall illuminate with a single or minimal number of switches easily accessible to the driver and at least a secondary switch that will simultaneously illuminate the rear and rear side lighting only. Unless otherwise specified by the COR, lighting capabilities shall include:
a. strobe lighting in four corners of the vehicles (generally installed in the headlight and/or corner markers, and taillight housing);
b. headlight and taillight alternating flashing (A/K/A, wig-wag and/or flasher);
c. no less than two LED/strobe lighting components to be installed in the front grill that are each concealable with a clear lens that color when illuminated;
d. LED/strobe slim or compact-type lighting mounts to be located above the rearview mirror or at or near the windshield tint line to maximize identification as a police vehicle when illuminated, but minimize visibility from the outside when not;
e. LED/strobe mounts in the rear window area to maximize identification as a police vehicle to persons approaching from a distance in the rear. Unless otherwise approved by the COR, rear signal(s) shall attach to the rear pull-up access door;
f. single LED/strobe slim or compact-type mounts on each side of the front rear side windows to maximize identification as a police vehicle;
g. Strobe power supply, cabling, and wiring, all that shall be concealed within the interior of the vehicle.
3. Siren amplifier, vault, speaker, brackets, power control center/switches:
a. 100 watt speaker that shall be installed behind the front grill (i.e., exterior mounting is not acceptable);
b. speaker bracket consistent with the specified vehicle;
c. siren amplifier that shall include wail, yelp, a third hi-low (e.g., phaser, or similar), and air horn-type tones, and also the ability to communicate through a public address (PA) microphone;
d. power control center/switches to activate emergency lighting and siren that will mount into/onto a console;
e. All wiring shall be concealed within the vehicle to the greatest extent possible.
f. An interior security storage vault that is 100% steel/aluminum construction. The vault shall fit into the vehicle storage area behind the rear passenger seating or trunk and consistent with OEM standards. The vault, mounted on a frame to be constructed by the contractor and shall be painted as to blend with the interior color of the vehicle, shall allow for some equipment to rest on its top surface. The vault shall be equipped with a universal key and/or combination locking system.
4. Installation of USMS-supplied transceiver radio wiring, harness, and brackets. The radio channel, volume, and programming controls are maintained on the head. Radio deck shall be concealed within the vehicle, but accessible without a requirement to unbolt and remove seating;
5. OEM look-a-like, cellular look-a-like, or hockey-puck look-a-like VHF narrow band radio antenna;
6. Device linked to the vehicle’s battery to allow for emergency equipment to remain illuminated and activated when the vehicle ignition is turned in the off position;
7. Hardware (e.g., nuts, bolts, switches, wiring, etc.). All wiring shall be concealed to the greatest extent possible on the exterior and interior and be consistent with safety standards.
3.3 Sedan Outfitting Specifications/Requirements
Description of work to be performed:
Front lighting consists of three groups of lights:
