AIRCRAFT RELOCATION, STORAGE, MAINTENANCE & DISPOSAL SERVICES

FOR THE ASSET FORFEITURE DIVISION

SOLICITATION NO.: DJM-14-A44-Q-0006

QUESTIONS & ANSWERS

1. What is present inventory? The 1149 indicates quantities unknown and that we should go by pricing schedule. Does this mean 30?

Present inventory is 33 aircraft.

2. Will current inventory in Midland, TX and other locations be expected to be relocated? Or will they remain in place and we are to work out terms with off-site locations?

Aircraft located in Midland, TX will be relocated by current contractor under the current contract terms and conditions. Aircraft located at sub-custodial locations may possibly be expected to be relocated by the new contractor at the request of the USMS.

3. What are insurance requirements, Hull & Liability? I understand the requirements of 52.228.10, but are there other requirements for hull coverage in the event of no negligence damage or total loss?

See Page 4 of 12, Section 6, b of the SOW. “The contractor shall assume sole responsibility, as well as legal and financial liability for the aircraft from relocation until disposal.”

4. What determines types of maintenance? Long term, monthly, quarterly, semi-annual? Value of aircraft?

See page 6 of 12, Section 9, c of the SOW. “Upon receipt of estimate, COR shall review and issue STO with applicable CLINs. The STO shall instruct the contractor to perform maintenance (monthly, quarterly, semi-annually and/or annually) per manufacturer recommendations, preserve or de-preserve the aircraft.”

5. In regard to current inventory, what are the types of aircraft, i.e. make/model?

Common types of aircraft include the following; Cessna, Learjet, Piper, Beechcraft and Gulfstream

Total estimated value of inventory $6.6 million

6. Is required insurance limited to 52.228.10? Please verify that the term “vehicular” pertains to aircraft.

This clause will be removed from the solicitation.

7. In regard to invoicing of aircraft storage, will the monthly storage be for the entire 50,000 sq/ft hangar or per sq/ft footprint of each individual aircraft?

Storage shall be invoiced per Sq/Ft footprint of each individual aircraft.
