Q&A Questions and Answers
Question 1 Upon review of the Performance Work Statement (PWS) there are significant differences between the general outfitting package de-scribed in section 3.3 The outfitting package shall include the following commercially-available products, and the vehicle specific packages described in 3.4 Sedan Outfitting Specifications/Requirements, 3.5 Passenger Van Outfitting Specification/Requirements,
3.6 Pickup Truck Outfitting Specifications/Requirements, and 3.7 Sport Utility/Minivan Outfitting Specifications.
Would the U.S. Marshal Service (USMS) please provide guidance on which description (general or vehicle specific) the contractor will be asked to follow, in each of the following circumstances. The variances in packages descriptions would result in a significant price difference to the USMS
Section 3.3,2,a: “strobe lighting in four corners of the vehicles (generally installed in the headlight and or corner makers and taillight housing”
In the vehicle specific packages sections 3.4-3.7 there is no lighting being requested to be installed into the headlight.
Which of these is the correct specification?
Answer 1 There shall be strobe lighting mounted in four corners ((2) front and (2) rear) for all vehicle types (generally installed in the headlight and or corner makers and taillight housing). In sections 3.4-3.7 these lights were referenced as “hideaway lights clear in color mounted
DJM-14-A41-R-0063/0001 Page 5 of 8 in the lower front corners of the bumper”, mentioned for front lighting, but not rear lighting. They shall however be mounted both in the front and back preferably in the headlight housing.
Question 2 Section 3.3, 2,b: “Headlight and taillight alternating flashing (A/K/A, wig-wags and or flasher)”
In the vehicle specific requirements 3.4-3.7 there is no mention of headlight and taillight flashers (wig-wags)
Which of these is the correct specification?
Answer 2:
There shall be alternating flashing lights (A/K/A, wig-wags and or flasher) in four corners ((2) front and (2) rear) for all vehicle types when possible.
Question 3 Section 3.3,2,f: “single LED/strobe or compact type mounts on each of the front rear side windows to maximize identification as a po-lice vehicle
In the vehicle specific packages sections 3.4-3.6 there is no reference to mounting lights in the front rear side windows. Is this a refer-ence to rear passenger windows on a sedan?
Which of these is the correct specification?
Answer 3 Lighting capabilities shall include single LED/strobe or compact type mounts on each side (Left & Right) of the front and rear win-dows to maximize identification as a police vehicle. There should be light mounted on the left and right on both the windshield and the rear window of the vehicles.
Question 4 Section 3.3,2,a-g: References “strobe lighting”
In the vehicle specific packages sections 3.4-3.7 there is no mention of strobe lighting. All requested lighting is LED.
Which of these is the correct specification?
Answer 4 Lighting capabilities shall consist of LED and strobe lighting to maximize identification as a police vehicle.
Question 5 Section 3.3,2,g: “Strobe power supply, cabling and wiring all that shall be concealed within the interior of the vehicle.”
In the vehicle specific packages sections 3.4-3.7 have no reference to strobe power supply. If the USMS would like the contractor to supply all LED lighting there will be no need for a strobe power supply.
Which of these is the correct specification?
Answer 5 Lighting capabilities shall consist of LED and strobe lighting to maximize identification as a police vehicle. Strobe power supply, cabling and wiring shall be concealed within the interior of the vehicle.
Question 6 Section 3.3,3,c: “siren amplifier that shall include wail, yelp and a third hi-low (e.g., phaser, or similar)and air horn type tones, and also the ability
In the vehicle specific packages sections 3.4-3.7 only reference the use of a “wail” tone and a “hands free mode allowing the use of air horn”
Which of these is the correct specification?
Answer 6 The installed siren amplifier shall include a wail tone and a hands free mode allowing the use of air horn, when activated by a switch in power control center.
Question 7 Section 3.3,3,d “power control center/switches to activate emergency lighting and siren that will mount into/onto a console.”
DJM-14-A41-R-0063/0001 Page 6 of 8
In the vehicle specific packages sections 3.4-3.7reference “switches are located in the headliner to the rear of the overhead console.”
Which of these is the correct specification?
Answer 7 The power control center/switches to activate emergency lighting and siren shall be mounted in the headliner to the rear of the over-head console.
Question 8 Throughout the PWS there are references to both LED and Strobe lighting. The vehicle specific specification and requirements out-lined in 3.4-3.7 all outline LED equipment.
Since the vehicle specific packages (3.4 – 3.7) only call out LED lighting, Is the USMS requesting pricing using only LEDs
Answer 8 Lighting capabilities shall consist of LED and strobe lighting to maximize identification as a police vehicle and be priced accord-ingly.
Question 9 Sections 3.4-3.7 Reference “Vertex Super LED Hide-a-way” and “Spitfire LEDs”. These model names are specific to the manufac-turer Whelen.
Since the USMS is calling out the specific brand name, Is the USMS requesting pricing using only Whelen LEDs?
Answer 9 No. Pricing can be for any brand that meets the need under the solicitation.
Question 10 Section 3.3,2 states lighting should be “consistent with state-specific police vehicle color standards” in addition to color standards many states have specific rules requiring lighting to be US Department of Transportation Certified.

Answer 10 Lighting shall be consistent with state statutes for law enforcement vehicle lighting colors and certified by the Department of Trans-portation.
Question 11 The vehicle specific packages sections 3.4-3.7 all reference a 100% steel/aluminum construction vaults. Would the USMS clarify the following details on the requirements?
Are there minimum dimensions the vaults must meet?
Answer 11 There are no minimum dimensions; but shall provide maximum storage room for law enforcement weapons and equipment
Question 12 Is a standard vault required for every package i.e. the same vault in an SUV as a Sedan and Pick-up?
Answer 12 Vault size shall vary depending on the type and size of the vehicle being outfitted.
Question 13 When mounting weapon vaults and platforms will the USMS require full access to the vehicle’s spare tire?
Answer 13 USMS drivers shall have access to the vehicle spare tire in the need of an emergency.
Question 14 Section 3.3,3,f states “The vault, mounted on a frame to be constructed by the contractor and shall be painted to as to blend with the interior color of the vehicle shall allow for some equipment to rest on its top surface.” Would the USMS clarify the following details on the requirements?
Does this platform need to be manufactured by the contractor or can the contractor provide an aftermarket part?
DJM-14-A41-R-0063/0001 Page 7 of 8
Answer 14 A reliable aftermarket platform product may be purchased and install by the contractor which is painted to as to blend with the interior color of the vehicle shall allow for some equipment to rest on its top surface. This product shall be warrantied through their respective manufacturers as per section 4.4 of the solicitation.
Question 15 Does the frame need to be constructed out of a specific material?
Answer 15 The frame shall be constructed shall be constructed of %100 metal.
