JPATS owned Boeing 737-400 aircraft which must provide the following capabilities and services to

JPATS aviation security personnel and pilots.

Scope:

The Contractor shall provide all necessary hardware, installation, and testing for two aircraft to include commercial warranties on all the equipment. Installation of all equipment must be accomplished in no more than two weeks for each aircraft. The installation must take place in the

JPATS facilities in Oklahoma City, OK (Will Rogers World Airport). The exact installation dates can be determined at a later date. The contractor will be subject to a Termination for Cause if it fails to meet these installation requirements.

General Requirements:

JPATS recently purchased two Boeing 737-400 mid-life transport category aircraft. JPATS requires hardware for an airborne network to establish high speed broadband Internet connectivity compatible with any mobile computing Windows PC, laptop, and tablet devices to include Apple based products such as the iPad and iPhone. The light weight system hardware will provide an in cabin full mobile broadband Wi-Fi capability to include several hardware network female connections for use with a network pigtail cable using this secure system.

The planned utilization of the inflight air to ground high speed broadband WI-FI Internet connection on each of the two (2) aircraft will be available and terminate at an altitude as prescribed by FAA regulations or allowed for government aircraft. These aircraft will be maintained and operated as Public Use aircraft meeting the mandatory regulatory requirements of Title 14 CFR Part

91 for flight into national airspace.

Specific Requirements:

The selected vendor will procure and perform internal and external installation of the inflight high speed Internet equipment and support equipment in accordance with the prescribed supplemental type certificate (STC) issued to the installer via FAA approval to modify the aircraft from original design with reference to the related type certificate (TC). A FAA field level approval is also acceptable. The vendor must describe how the modification will affect the original design and finally conduct in-cabin testing.

Additional specifications:

1. 2.5 to 3+ Mbps data connection

2. Internet Access Full Mobile Broadband air to ground type wireless access

3. Capability to send avionics data through Internet connection

4. Send/Receive e-mail with attachments 10MB or less via USMS Wi-Fi capable laptop or

USMS enabled iPad

5. USMS VPN connectivity for secure access

6. Will support Remote Desktop Connection from iPad or laptop

7. Microsoft Lync for IM, Video

8. Coverage area is primarily the Continental U.S. (Alaska and Puerto Rico when available)

9. One 110vac 60 Hz 15w power outlet must be provided in the cabin area for a small form printer and mobile device charging.

10. Two 110vac 60 Hz 15w power outlets must be provided in the cockpit, one each side for mobile device charging.

11. The small form printer will be identified and purchased in advance of installation. The vendor will be responsible for securing/mounting the printer inside the aircraft.

Installation on each aircraft can be performed independently during different time frames; however the minimization of aircraft downtime during the normal business week will be a major factor in selecting a vendor (i.e. installation work that can be performed during weekends or around federal holidays.)
