1 DESCRIPTION OF SERVICES.
1.1 BACKGROUND.
The US Marshals Service (USMS) operates SAAB 2000 aircraft to execute Government Public Use transport missions under Justice Prisoner and Alien Transport System (JPATS) division autho rity.
The Training Center Provider (TCP) shall provide Pilot-in-Command (PIC) Initial and Recurrent
Academic and Flight Training for USMS flight crews operating SAAB 2000 aircraft. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center by FAA certified instructors. To be considered qualified, each TCP must possess an applicable training program approved under Federal Aviation Regulation (FAR) Part 121, or FAR Part 135, or a training course approved under FAR Part 142. As a minimum, the TCP shall furnish onsite, an FAA Certified Level D or better Flight Simulator appropriate to the SAAB 2000 model training being conducted.
1.2 SCOPE.
The TCP shall provide PIC Initial and Recurrent Academic and Flight Training, and a variety of technical courses for USMS Pilots operating SAAB 2000 series aircraft. The required training includes Initial PIC and Recurrent PIC Pilot Training. During training, pilots shall split the flying time between the left and right seat. This “Crew Concept” is further detailed as: when one pilot is receiving pilot-in-command (PIC) training in a simulator/training device, the other pilot shall conduct normal crew seat support and log time as Second-in-Command (SIC). No additional charge shall be made for the presence of, or instruction provided to, such additional USMS pilot/QAE. The individual student pilot is responsible for FAA prerequisites. All training courses shall include handouts, access to any pertinent computer-based libraries, and on-line computer-based training as deemed appropriate by the TCP for training purposes. USMS cockpit procedures shall be used. A class schedule and syllabus in the TCP’s format will be provided to each student prior to the beginning of class. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level cours e numbers that will be officially recorded in the employee’s personnel records.
1.3 SPECIFIC SUPPORT SERVICES.
1.3.1 1.3.1 Initial PIC Training. The TCP shall conduct SAAB 2000 aircraft Initial PIC Training.
The TCP shall provide full flight simulator and training necessary to enable JPATS’ pilot to pass the practical test to Airline Transport Pilot (ATP) standards for a type rating on subject airplane, without any limitations, in accordance with applicable 14-CFR-Part-61 requirements, the TCP’s FAA-approved training program, and the terms and conditions provided herein. All flight simulation training and flight training shall conform to the principle of “crew concept.” Types of training shall include the following categories:
A. Initial pilot qualification ground school, and;
B. Initial pilot qualification using full flight simulator training including a 100% practical test for students who possess the necessary prerequisites required by the TCP’s approved training program.
At the Government’s discretion, a USMS Quality Assurance Evaluator (QAE) pilot may travel to the TCP’s facility and observe the FAA Type Check. When the FAA check is completed the USMS examiner may request additional maneuvers that exceed FAA requirements and evaluate specialized event performance.
1.3.2 Recurrent PIC Training. The TCP shall conduct SAAB 2000 Recurrent Pilot Training. All flight training modules will be flown with TCP Check Airman who can conduct a progressive evaluation throughout all simulator sessions. The TCP shall provide the ground school, full flight simulator to enable the JPATS’ pilot to pass the pilot-in-command (PIC) proficiency check to ATP standards on subject aircraft, in accordance with the applicable 14-CFR-Part-61.58(d)-(1), requirements, the TCP’s FAA-approved training program, and the terms and conditions provided herein. Flight Simulation Training Device and flight training shall conform to the principle of “Crew
Concept.” Types of training shall include the following categories:
C. Recurrent pilot ground school and;
D. Recurrent pilot full flight simulator training when all training is to be conducted in a full flight simulator or;
1.3.3 Simulator Position Fill-Ins. When the Government is unable to send two pilots to any portion of simulator training, the TCP will supply an instructor or a qualified Second-In-Command (SIC) pilot to act as the second pilot. The TCP instructor will participate in all required simulator training.
