SOW-MAJOR SECTION INDEX:

1 Description of Services 2 General Information 3 Government-Furnished Property and Services 4 Training Center Provider Responsibilities & Deliverables 5 Period of Perfromance 6 Forecast Scheduling

1 DESCRIPTION OF SERVICES.

1.1 BACKGROUND.

The US Marshals Service (USMS) operates B-737-400 aircraft to execute Government Public Use transport missions under Justice Prisoner and Alien Transport System (JPATS) division authority. The Training Center Provider (TCP) shall provide Pilot-in-Command (PIC) Initial, Requalification and On-Site Ground School Academic and Flight Training for USMS flight crews operating B737-400 aircraft. The TCP shall also provide additional training courses as outlined in paragraph 1.3. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center by FAA certified instructors. To be considered qualified, each TCP must possess an applicable training program approved under Federal Aviation Regulation (FAR) Part 121, or FAR Part 135, or a training course approved under FAR Part 142. As a minimum, the TCP shall furnish onsite, an FAA Certified Level C or better Flight Simulator appropriate to the B737-400 model training being conducted.

1.2 SCOPE.

The TCP shall provide PIC Initial, Requalification, and On-Site Ground School Academic and Flight Training, and a variety of technical courses for USMS Pilots operating B737-400 series aircraft. The required training includes the following: Initial PIC, Requalification PIC, and On-Site Ground School PIC Pilot Training, Pilot Proficiency Training, and Supplemental Simulator Training. During training, pilots shall split the flying time between the left and right seat. This “Crew Concept” is further detailed as: when one pilot is receiving pilot-in-command (PIC) training in a simulator/training device, the other pilot shall receive second-in-command (SIC) training. When one pilot is receiving PIC training in the left seat of an airplane flight deck the other pilot shall receive observer time (flight deck seating permitted). No additional charge shall be made for the presence of, or instruction provided to, such additional USMS pilot/QAE. The individual student pilot is responsible for FAA prerequisites. All training courses shall include handouts, access to any pertinent computer-based libraries, and on-line computer-based training as deemed appropriate by the TCP for training purposes. USMS cockpit procedures shall be used. A class schedule and syllabus in the TCP’s format will be provided to each student prior to the beginning of class. The courses covered under this contract will meet the requirements for FAA formal flight training. FAA formal flight training consists of training courses with agency level course numbers that will be officially recorded in the employee’s personnel records.

1.3 SPECIFIC SUPPORT SERVICES.

Flight Training for all B737-400 Series Aircraft-configuration requirement: Current USMS aircraft configuration includes redundant dual FMCs, CFM356-3C-1 engines, radar with airborne predictive wind shear capability, EGPWS with low level wind shear detection, and TCAS II v7.1 software.

1.3.1 Initial PIC Training. The TCP shall conduct B737-400 Initial PIC Training. The TCP shall provide the full flight simulator and training necessary to enable JPATS’ pilot to pass the practical test to Airline

Transport Pilot (ATP) standards for a type rating, without any limitations, in accordance with a pplicable (14

CFR) Part 61 requirements, the TCP’s FAA-approved training program, and the terms and conditions

P a g e | 2 provided herein. All flight simulation training and flight training shall conform to the principle of “crew concept.” The TCP will collaborate w ith the Government Quality Assurance Evaluator (QAE) to identify, sequence, and develop simulator profiles for initial training courses. Types of training shall include the following categories:

A. Initial pilot qualification ground school, and;

B. Initial pilot qualification using full flight simulator training including a 100% practical test for students who possess the necessary prerequisites required by the TCP’s approved training program.

At the Government’s discretion, a USMS QAE examiner pilot may travel to the TCP’s facility and observe the FAA

Type Check. When the FAA check is completed the USMS examiner may request additional maneuvers that exceed FAA requirements and evaluate specialized event performance.

1.3.2 Requalification PIC Training. The TCP shall conduct B737-400 Requal Pilot Training. All flight training modules will be flown with TCP Check Airman who can conduct a progressive evaluation throughout all simulator/flight sessions. The TCP shall provide the ground school, full flight simulator and to enable the JPATS’ pilot to pass the pilot-in-command (PIC) proficiency check to ATP standards, in accordance with the applicable (14 CFR) Part 61.58(d) (1), requirements, the TCP’s FAA-approved training program, and the terms and conditions provided herein. Flight Simulation Training Device and flight training shall conform to the principle of “Crew Concept.” Types of training shall include the following categories:

A. Requal pilot ground school and;

B. Requal pilot full flight simulator training when all training is to be conducted in a full flight

1.3.3 On-Site Ground School PIC Training. The TCP shall conduct B737-400 On-Site Ground School

Pilot Training located at OKC. This training module is identical 14 CFDR Part 141 training, but ran concurrent with JPATS mission tempo so USMS pilots can support MD-83 operations. A minimum of two weeks training to complete Initial and Recurrent ground school will be afforded herein.

1.3.4 Pilot Proficiency Training. The TCP shall conduct B737-400 Pilot Proficiency Training. Pilot attending Proficiency Training will receive fully updated currency in day/night takeoffs and landings, and instrument approaches and procedures. The syllabus shall provide pilot proficiency training emphasizing aircraft normal and emergency systems operation and instrument procedures at strange fields. Simulator training events each day will be preceded with a pre-brief and a post brief. Pre-brief should cover events outlined in USMS Standards and Training profile request tailored to reestablish any Part 91 recency of experience currency. Note: Pilot proficiency training is not oriented toward fulfillment of

FAR part 61.58 “Pilot-in-command proficiency check” requirements or pre-flight malfunctions. During proficiency training, customer developed training profiles shall be used. At the discretion of the

Government, a USMS examiner pilot may attend the last scheduled simulator training day to complete an

USMS flight evaluation (prior coordinated with TCP Manager).

1.3.5 Supplementary Simulator Training Hours. The Contracting Officer, through the Quality Assurance Evaluator (QAE), may authorize simulator hours in addition to those specified under Pilot Qualification Training or for any other mission requirement approved by the USMS QAE branch. Additional simulator hours will be authorized through a task order. Training will be scheduled in two hour blocks.

1.3.6 Simulator Position Fill-Ins. When the Government is unable to send two pilots to any portion of simulator training, the TCP will supply an instructor or a qualified Second-In-Command (SIC) pilot to act as the second pilot. The TCP instructor will participate in all required simulator training.
