1. Item #1 under notes in the Price section states "..Contractor shall provide a firm fixed price to develop the curricula and pilot testing, CLINs 0001 and 0002. The curricula will be developed in the base year only." Question: Since we have developed a training program that meets the requirements of the DJJ, how should this be articulated in our response? Explain it according to the SOW. Articulate the way you need to according to the SOW. If you already have one developed, mentioned your methods on how it applies to the SOW.

2. Item #2 under notes in the Price section states "..Include a firm fixed price to develop train-the-trainer sessions to train Government instructors and a firm fixed price to develop a distant learning program." Question: Since we have developed a training program which provides online training for the user and requires the user to complete in-class training to meet the eligibility standards for receiving certification, is it necessary to provide pricing for "distant learning?" And, should it not be necessary to include it, what verbiage is necessary to clarify the reason for omitting the quote in the Price Structure?

You will have to decide which training method you will be using. If you will not use Distant Learning, you don’t have to put a price for it. Just state your reason for not providing a price for it.

3. Pilot Testing - Question: what requirements and/or guidelines do the online and in-class training curricula have to meet? Are there outlined behaviors which the DJJ requires all Attorneys to model? If so, what do those consist of? (i.e., Personal Leadership / Conflict Management / Practical Emotional Intelligence / Cultural Sensitivity / Moral Compass / Human Factors / Questioning Why I... / Credible Leadership / Self-Management Skills / Interpersonal Communication & Conflict Management.. etc.)

The overall training objective is to increase the awareness of and minimize the influence that implicit bias may play in the case-related decision making by Assistant United States Attorneys. Specifically, the curricula should: (1) build awareness and understanding of the science of implicit bias; (2) explore the impact that implicit bias may play in handling criminal, civil, and appellate matters; and (3) identify some strategies to minimize the influence of implicit bias in case-related decision making. At a minimum, we would like our attorneys to develop a greater awareness of the subject and engage the strategies for identifying and minimizing the impact of bias. More specific behaviors may be identified as we develop the curricula and our own examples of bias that will be used in the training.

4. The training is for the attorney staff of the United States Attorneys' Offices: United States Attorneys; and Assistant United Stated Attorneys (AUSAs). The non-attorney staff will not participate in the training.

5 The number of hours of the training will depend on the curricula.

6. The deliver method has not been determined (whether in-person or distance learning). If in-person, then we anticipate a "train-the-trainer" model, where the expert/trainer will train designated AUSA trainers who will return to their respective districts to train their colleagues. Given our numbers, we anticipate three or four train-the-trainer sessions in Washington, DC, Columbia, SC, and at a west location.

In addition, the expert/trainer may travel to: one or two development meetings in Washington, DC and/or Columbia, SC; a pilot training session in Columbia, SC; and observe two "actual" trainings conducted by our AUSA trainers, in districts to be decided.
