QUESTIONS & ANSWERS

The following questions and answers are provided for informational purposes only.
Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.
Note: In some instances, questions have been abbreviated or additional context has been added to clearly describe the question for all potential Offerors.
QUESTION 1:
Section L.9 of the RFP requires “twelve (12) torso plates in the SAPI cut, size Large” for testing. Will the Government accept torso plates in the SAPI cut, size Medium instead?
ANSWER 1:
YES.
FOR THE PURPOSES OF TESTING, EXACT DIMENSIONAL
MEASUREMENTS ARE NOT REQUIRED. THE FBI REQUESTED ~10”X13”
SAMPLE PLATES BASED ON THE SIZE OF THE FBI’S LEGACY PLATE AND
ITS ABILITY TO FIT WITHIN THE FBI’S CARRIERS.
SCORING FOR SECTION M.3.5 PHASE II, FACTOR 1-WEIGHT ACCOUNTS
FOR SLIGHTLY DIFFERENT SIZES BY SCORING THE PLATE OFF BASED
ON A PER SQUARE INCH MEASUREMENT.
FOR BALLISTIC RESISTANCE TESTING, THE FBI STRIVES FOR A FAIR
COMPARISON OF ARMOR PLATES BY HAVING EQUAL SHOT SPACING
ACROSS THE OFFORERS. IF ARMOR SAMPLES ARE SUBMITTED WHICH
ARE SMALLER IN SIZE, IT IS POSSIBLE THAT THE SHOT SPACING WILL
BE MODIFIED TO ACCOMMODATE THE DIFFERENT SIZE PLATE.
SECTION C.5.1 SIZING AND FIT LISTS FOUR (4) CARRIERS THAT ARE
CURRENTLY IN USE. IT IS IMPERATIVE THAT THE CONTRACT WINNER
HAVE PLATES AVAILABLE THAT FIT SECURELY INTO THESE CARRIERS.
UPON AWARD, THE CONTRACTOR SHALL WORK WITH THE FBI TO
ENSURE A PROPER FIT IN FBI CARRIERS.
QUESTION 2:
Would the Government extend the samples due date by eight (8) to ten (10) weeks?
ANSWER 2:
PLEASE REFER TO AMENDMENT #1 OF THE SOLICITIATION.
QUESTION 3:
Section L.5 General Instructions or Preparing Proposals states, “Offerors are limited to one submission.” Does this mean that each Offeror can only submit one complete proposal? Can an Offeror submit two Stand-Alone Plate offerings (options for the Government to choose from) within the same proposal?
ANSWER 3:
OFFERORS ARE LIMITED TO ONE (1) SUBMISSION. ADDITIONAL SUBMISSIONS
FROM THE SAME OFFEROR WILL NOT BE ACCEPTED.
QUESTION 4:
Will the Government confirm that no independent ballistic testing / data is required with the submission?
ANSWER 4:
NO INEPENDENT BALLISTIC TESTING / DATA IS REQUIRED.
QUESTION 5:
Is there a minimum requirement for the rifle plate back face deformation average that needs to be met?
ANSWER 5:
NO MINIMUM BACK FACE DEFORMATION REQUIREMENT IS SPECIFIED.
QUESTION 6:
Two part question: (1) Are the specified minimum testing requirements that are listed, per the solicitation, already being met with the current product/plate that the agency is already using? (2) Are you able to disclose the manufacture currently providing that product?
ANSWER 6:
THE RELEVANT REQUIREMENTS FOR THIS SOLICITATION ARE OUTLINED
WITHIN THE STATEMENT OF WORK. THE FBI HAS EXISTING CONTRACTS
WITH HARDWIRE, LLC.
QUESTION 7:
Are the rifle plates that the FBI is currently using NIJ certified?
ANSWER 7:
THIS SOLICITATION DOES NOT REQUIRE HARD ARMOR PLATES WITH NIJ
CERTIFICATION.
