SOURCES SOUGHT NOTICE

Introduction

This notice is for informational purposes only. This is not a request for proposal or quote. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.

Background

The Government anticipates one indefinite delivery, indefinite quantity contract (IDIQ) to be negotiated and awarded, with a base ordering period of one (1) year and five (5) one-year option periods. The total value of all task orders issued under this contract will not exceed approximately $5,500,000. The anticipated contract, when solicited, will be procured in accordance with FAR part 15. A single award of a proposed contract is anticipated by December 2022.

The Federal Bureau of Investigation (FBI) seeks qualified Commissioning (Cx) firms interested and capable of providing Independent 3rd Party Enhanced Commissioning Services for FBI facilities on Redstone Arsenal, Huntsville, AL. Commissioning services are to be provided to ensure that; (1) the building operates per the design documents and in accordance with industry standards, and (2) the FBI operating & maintenance staff is prepared to operate and maintain the facility systems and equipment. To accomplish this, alongside the Government/Owner the Commissioning Provider shall develop, establish, and document the Owner’s Project Requirements. These consist of criteria for system function, performance, reliability, and maintainability (design intent). The Commissioning Provider shall verify and document compliance with the criteria throughout the design and construction document submission packages associated with the systems and components to be commissioned. In addition, the Commissioning Provider shall verify adequacy and completeness of requirements for operation and maintenance (O&M) manuals and training requirements for all systems.

Task Orders may include, but will not be limited to, commissioning services during design, construction, and post occupancy of new facilities for FBI installations on Redstone Arsenal:

a. Two (2) medium-sized office buildings, approximately 900,000 gsf.
