SECTION II - STATEMENT OF WORK

ASSESSMENT AND THERAPEUTIC INTERVENTION PROGRAM

2.1 DESCRIPTION OF THE REQUIREMENTS

The FBI requires services from contractors capable of providing Assessment and

Therapeutic Intervention Program Victim Services Personnel Support services including employee psychological assessment, report, and therapy when deemed necessary. The contractor shall furnish all services in accordance with the Statement of Work, if and when ordered by the Contracting Officer or other authorized ordering individual during the ordering period.

2.2 BACKGROUND

The Federal Bureau of Investigation (FBI), Victim Services Division (VSD) will implement a comprehensive approach to wellness and resilience for employees hereafter referred to as victim services personnel (VSP) who interact with and directly assist victims of crime. A key component of the new strategy involves regular psychological assessment and access to therapeutic intervention. The assessment and therapeutic intervention program (ATIP) will maintain job readiness and wellness in

VSP, so that they are able to conduct direct and indirect service to victims of crime in

FBI investigations. The assessment process is intended to provide a recommendation on whether the VSP should or should not continue direct service to victims of crime with or without therapeutic intervention.

The VSD recognizes a duty to assess and care for VSP who work directly with victims.

VSP are exposed to the pain and suffering of others, and like their counterparts in other direct services fields such as child protection, are at significant risk for experiencing vicarious traumatization. VSP empathically engage with victims during direct assistance practice, and the cumulative effect of years of this type of trauma exposure contributes to victim services exposure stress. The cumulative effects of this type of stress can negatively impact mental and physical health, and personal functioning of the VSP.

2.3 SCOPE

This is a firm fixed priced contract to provide wellness assessment, and therapeutic intervention reports for Victim Services Personnel (VSP) in the Victim Services

Division (D47), Federal Bureau of Investigation (FBI), who provide direct victim assistance to victims of crime. This contract will support the Assessment and

Therapeutic Intervention Program (ATIP) Clinical Services Coordination (CSC) by providing input on VSP wellness and resilience.

2.4 OBJECTIVES

The ATIP is a comprehensive approach to wellness and resilience for VSP who interact with and directly assist victims of crime. It provides assessment and therapeutic components for VSP to prevent and/or mitigate the effects of cumulative victim services exposure stress. This will build resilience in VSP, which minimizes litigious risk and safeguards the interests of the FBI and employee to provide superior victim assistance.
