Requisition Number: DJF-17-3070-PR-0011559 Version 1.0 Page 1 of 3
FEDERAL BUREAU OF INVESTIGATION
FINANCE DIVISION | PROCUREMENT SECTION
JUSTIFICATION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH
FAR 13.106-1(b)(1)
Requisition Number: DJF-17-3070-PR-0011559
Date: 8/30/2017 Estimated Contract Dollar Value: $33,276.00 or less
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation, National Acquisition Programs Unit, has prepared this justification for other than full and open competition for Truck Cab Chassis on behalf of the Birmingham Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
Sole Source to Knapheide, DUNS # 096757828
3. A description of the supplies or services required to meet the agency’s needs.
The requirement is to provide a truck bed chassis by Knapheide in Birmingham at an estimated total cost of $33,276.00. This will equip Birmingham Division with a transport vehicle that is capable of safely, securely, and semi-covertly transporting explosive precursor chemicals and/or IED Components.
4. The statutory authority permitting other than full and open competition.
FAR 13.106-1(b)(1) is available from only one source, and competition is precluded for the reasons indicated below.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
Knapheide is uniquely qualified to provide these services to the Birmingham Division.
Knapheide Truck Center has be serving the central Alabama area since 2012. They are the region’s top supplier of work truck bodies, equipment and accessories. They are the only vendor within a 15 mile radius to the FBI Birmingham Division. The 15 mile radius was
Requisition Number: DJF-17-3070-PR-0011559 Version 1.0 Page 2 of 3 established based on an agent having to drive the vehicle to the vendors location drop the vehicle off. Have another FBI employee pick them up and bring them back. Additionally when the vehicle is done the agent will need to get a ride to the location to pick the vehicle up. Based on the gas, an agent salary per hour, and an FBI employees hour salary the division determined a 15 mile radius to be a fair distance. If another vendor is interested and can do the work they shall be within the 15 mile radius according to google maps only. The address for the FBI Birmingham Division is 1000 18th St N, Birmingham, AL 35203. Another vendor will not be considered if they aren’t within the 15 mile radius. Additionally Knapheide is the only known vendor based on market research to be signed up in SAM.GOV and within the 15 mile radius.
Knapheide is the only know vendor to be able to provide the exact specifications outlined on the Product Requirements document. The FBI Birmingham Division also has an urgent need to have this vehicle outfitted. They have been trying to secure the vehicle from FLSD who is purchasing it from GSA. The funding was not available until now to outfit the vehicle with the required cab chassis. Without the vehicle and there chassis Birmingham Division does not have a transport vehicle that is capable of safely, securely, and semi-covertly transporting explosive precursor chemicals and/or IED Components.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
Sole Source Justification will be posted on FBO.GOV
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine fair and reasonable pricing prior to award.
8. A description of the market research conducted and the results.
Market research conducted by the Birmingham Division identified one vendor who could provide the goods/services requested in the 15 mile radius. That vendor is Knapheide Trucking Center. An additional company was determined to be capable, which is Southeastern Truck and Body. But, the vendor is located in Huntsville, AL over 100 miles away from the Birmingham Field office. Use of this facility will require extra burden of time, travel and gas to move the vehicle to their facility for the work to be performed. Knapheide Truck Center is located approximately 5 miles from the Birmingham Field Office. Based on the market research Knapheide is the only vendor capable of meeting the division’s minimum requirements.
