RFP Section (s): L.4.1 Relevance and Recency of Past Performance Information RFP Page (s): 62 Question #22 L4.1 states: “Offeror’s should provide PPI on three (3) contracts considered relevant in demonstrating their ability to perform …” Does this mean the Prime Contractor can submit 3 PPIs and additional PPIs for any subcontractor performing more than 25% of the work?

3 PPIs need to be submitted for any subcontractor performing more than 25% of the work.
RFP Section (s): L.4.1 Relevance and Recency of Past Performance Information RFP Page (s): 62 Question #23 This section defines relevant past performance as experience gained in the last 3 years while section L.3.1.4.1 refers to corporate experience within the last 10 years. Please clarify the application of corporate experience and past performance as it related to the response.
Answer:
The 10 year period is relevant only for work done directly for the FBI. The 3 year period is for any relevant work for any entity.
RFP Section (s): L.4.1 Relevance and Recency of Past Performance Information RFP Page (s): 62 Question #24 Please provide detailed submission instructions for the Past Performance volume. Is this volume to be submitted electronically or mailed? Similarly, how should our references return the PPQ?

Offerors are to provide pricing for TO#1 only using the template included as Appendix 1 to the TO.
RFP Section (s): L.5.1 Relevance and Recency of Past Performance Information RFP Page (s): 64 Question #26 This requirement states that subcontractors may submit their proposals directly to the Government. Is it acceptable for the prime to submit subcontractors sealed packages with the prime’s proposal in order to ensure a complete submission?
This may be achieved either by direct submittal to the Government or via sealed package through the prime contractor – if the subcontractor does not object to it. The Government would prefer for the submittal to be done through prime contractor via sealed package in order to properly identify any teaming arrangements.
RFP Section (s): M1.0 Evaluation Factors for Award – Basis for Award RFP Page (s): 68 Question #27 Will TO#1 be awarded concurrent with the IDIQ contract award?
Yes, TO #1 will be awarded concurrently with the IDIQ Award.
RFP Section (s): M2.0 Evaluation Factors
Question #28 Paragraph states: “The Security Plan will be evaluated on a Pass/Fail basis” Section L does not include a requirement for a Security Plan. Is this also to be part of Technical Volume 30 pages?
A security plan is not required.
RFP Section (s): M2.0 Evaluation Factors
Question #29 Evaluation of Factors lists 4, Technical, Safety, Management, and Experience. The paragraph then lists “Experience, which is more important than the Past Performance”. Is Past Performance an evaluated Factor?
It is not an evaluated Technical Factor, but it is evaluated, as is cost.
RFP Section (s): M2.1 Factor 1: Technical Approach RFP Page (s): 69 Question #30 Section C.1.4.2 as well as Section M.2.1 reference explosives tests as large as 5000 pounds. However the second bullet also sates the offeror must show their experience for processing and scaling up to 1000 pound quantities of explosives. Please clarify the discrepancy between these 2 numbers.
To clarify, the offeror must be able to process and scale up to at least 1000 lbs. To reach the 5000 lbs, it is permissible to perform that action in 1000 lb “batches”. However, scaling up by producing 100 batches of 50 lbs does not demonstrate sufficient experience.
RFP Section (s): M2.4.1 Subfactor 1: Corporate Experience RFP Page (s): 73 Question #31 This requirement discusses corporate experience in testing a 2000 pound shot. Please relate this to Question 17, above.
This requirement stands alone and is not directly tied to TO#1. The offeror needs to have demonstrated experience in the management of a facility capable of processing, scaling-up, and testing of improvised explosives, or accessing a facility capable of supporting the processing, scale-up, and testing of a 2000lb shot for a single test.
