SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1

BACKGROUND

Special Agents are responsible for conducting investigations involving the illicit diversion, manufacture, importation, and trafficking of drugs. As criminal investigators, Special Agents risk exposure to stressful situations, harmful substances, and injury or death from weapons, vehicles, or contagious diseases.

The Drug Enforcement Administration (DEA) is recruiting for Special Agent positions. Some applicants may not have the personal characteristics that are needed to successfully perform Special Agent duties. Accordingly, DEA seeks to obtain professional assessments of the extent to which applicants who have been offered Special Agent positions have the personal characteristics, such as emotional stability and the ability to work under stress, in the degree required, to successfully perform in DEA’s Special Agent positions.

C.2

OBJECTIVE

DEA requires the services of competent, capable and experienced Psychologists to conduct psychological assessments of individuals who have been offered Special Agent positions (hereafter referred to as “candidates”). The contractor would be responsible for assessing the psychological suitability of candidates within one or more of the four regions outlined in the attached Technical Exhibit (TE) 1.

C.3

GENERAL REQUIREMENTS

The contractor’s services shall be provided in accordance with prevailing professional mental health standards and law. The procedures used in deriving recommendations shall be consistent with professional and legal standards (e.g., American Psychological Association’s Ethical Standards for Psychologists; Standards for Educational and Psychological Testing; General Guidelines for Providers of Psychological Services; the Uniform Guidelines on Employee Selection; and Americans with Disabilities Act).

C.4

TERMS AND ACRONYMS

Candidate: An applicant who has received a bona fide offer of employment as a Special Agent from the DEA.

Contractor: A Psychologist or company who shall be responsible for overseeing psychological assessments of DEA candidates within one or more regions identified in TE-1.

COTR: The Contracting Officer’s Technical Representative. The COTR is responsible for technical oversight of the contract and serves as the primary point of contact for DEA.

Interviewer: A qualified Psychologist who reviews a candidate’s LEI, MMPI-2 Extended Report, and 16PF Basic Interpretive Report; conducts a one-hour interview with the candidate; and prepares a Psychological Assessment Report (PAR) on the candidate. An interviewer may be a contractor or a subcontractor.

Life Experiences Inventory (LEI): The eight-page LEI is designed to provide the interviewer with biographical data about the candidate. Information, including educational and military background, employment record, use of alcohol and drugs, etc., that may affect a candidate’s suitability for Special Agent duties is collected on the LEI.

MMPI-2: Minnesota Multiphasic Personality Inventory - 2.

Offeror: An individual who submits a proposal in response to this Request for Proposals.

PAR: Psychological Assessment Report. The PAR is a three-to-five page narrative report that is prepared by the interviewer. In the PAR, data from a candidate’s LEI, MMPI-2, 16PF, and one-hour interview are combined into an overall assessment of the candidate’s psychological suitability to successfully perform the duties of a Special Agent.

16PF: The Sixteen Personality Questionnaire, 5th edition.

C.5

SCOPE

Activities under this procurement shall involve conducting psychological assessments of 10 to 600 candidates over a 12-month period. Each psychological assessment shall consist of:

C.5.1 Testing Tasks. Each candidate is scheduled for a test session in which the candidate completes the LEI, the MMPI-2, and the 16PF. Almost all candidates complete the LEI and two tests within six hours. Tasks performed by the contractor that are associated with the testing of candidates are:

C.5.1.1 Preparing test packages, which includes:

a. Purchasing and furnishing either MMPI-2 and 16PF booklets and answer sheets or the computerized equipment and software for automated MMPI-2 and 16PF testing.

b. Reproducing and furnishing copies of the LEI (eight pages) and test instructions (two pages);

c. As needed, purchasing and furnishing envelopes (see C.5.1.2(b);

d. Collating test materials into packages for use by candidates during a test session.

e. Providing test packages to recruiters for administration of tests.

C.5.1.2 Arranging for the administration of a test session for the Candidate.

A DEA Recruiter will be responsible for the test session. The Recruiter assigned to a DEA Division will provide the contractor with the names of candidates who need to be tested. In response, the contractor shall transmit to the Recruiter one test package for each named candidate. Each test package shall contain one copy of testing instructions and an LEI; an MMPI-2 test booklet and answer sheet; a 16PF test booklet and answer sheet; and two envelopes. One envelope, addressed to the contractor, shall be used to return all testing materials to the contractor. The second envelope shall be used by the candidate to secure test materials while the candidate is on a break.

The contract psychologist shall be responsible for maintaining a record of the testing materials sent to and returned from the Recruiter. In addition, the contract Psychologist may be required to provide the Recruiter with three “back-up” test packages. These are to be used in instances when a test package proves to have missing materials and/or when a candidate is available for testing but a test package for the candidate has not arrived.

C.5.1.3 Scoring the candidate’s psychological tests.

C.5.1.4 The deliverables associated with the testing are the candidate’s:

a. Computer-generated MMPI-2 Extended Report.

b. Computer-generated 16PF Basic Interpretive Report.

c. Original LEI.

C.5.2 Assessing Tasks. The recruiter will normally schedule the one-on-one interview between the psychologist and the candidate, in consultation with all parties involved, and confirm with the psychologist and candidate of the date, time, and location of the interview. Interviews may be conducted at the psychologist’s office or at a DEA-approved facility. The recruiter must be advised of any changes to the scheduled interview date and time must be approved. The contractor must inform the recruiter of any cancellations or no-shows via email within one business day.

In assessing the candidate, the interviewer shall be responsible for the following tasks:

C.5.2.1 Reviewing the candidate’s MMPI-2 and 16PF Reports and LEI.

C.5.2.2 Conducting a one-on-one interview with the candidate.

If the psychologist conducts interviews in a home office setting, DEA reserves the right to inspect the facility. The interviewer’s office must be free of any disturbance or interruption (e.g., noise). Additional persons, other than the interviewer and candidate, and/or animals are not permitted to be present during interview sessions. Although DEA divisions will provide psychologists space for interviewing candidates, prior permission from the division’s Recruiter is needed to ensure that space can be made available on specific dates and times for interviewing candidates.

C.5.2.3 Preparing a PAR that is based on the candidate’s test results, LEI, and interview responses. Most PARs are three-to-five pages in length. The PAR is to reflect the interviewer’s assessment of the relative likelihood that the candidate has the personal and emotional characteristics needed to successfully perform Special Agent duties. Each PAR must meet the requirements specified in Section C.6

C.5.2.4 The PAR is the deliverable associated with C.5.2 tasks.

C.5.2.5 The psychologist will notify the recruiter via email of the date and time that an interview was completed. If a candidate does not appear for the interview or cancels, the psychologist will also notify, via email, of the no-show or cancellation within one business day.

C.6 PAR REQUIREMENTS. Each candidate’s PAR shall include:

C.6.1 One of the following three summary ratings of the candidate’s suitability for Special Agent duties and responsibilities:

a. Recommended

b. Marginally Recommended

c. Not Recommended C.6.2 A written narrative addressing each of the following areas, in the order outlined below:

a. Candidate’s Biographical Information (e.g., candidate’s name, id number, age)

b. Overall Rating (in bold)

c. Significant MMPI-2 and/or 16PF results

d. Family History

e. Education

f. Military Service

g. Employment History

h. Mental Health History i History of Drug/Alcohol Usage (e.g., specifics on frequency and quantity of usage, last occurrence of intoxication and/or drug usage)

j. Financial and Legal Issues (e.g., bankruptcy, debt load, moving violations, traffic tickets other than parking tickets, arrests, convictions, vehicular accidents, and involvement in legal or civil suits)

k. Statement regarding bias/prejudice toward protected groups (refer to C.6.3 below)

l. Overall Summary of Findings

m. Statement regarding candidate’s access to the PAR under the Freedom of Information Act (FOIA) (refer to C.6.4 below)

C.6.3 A statement regarding the extent to which the candidate expressed bias or prejudice toward protected groups. For example, if no indications of bias or prejudice were observed, the statement could read: “The candidate made no statements indicating bias or prejudice related to the race, religion, ethnicity or sex of others.”

C.6.4 At the end of the report, a statement regarding the extent to which a candidate is to be allowed access to the PAR under a Freedom of Information Act (FOIA) request. For example, if a interviewer believes a candidate’s access to the assessment report would be injurious to the candidate, then the statement at the end of the report could be:

“The candidate must be denied access to this report, since access could be injurious to the candidate. If the candidate requests to review the report, the candidate must be required to provide the name and address of a licensed, Clinical Psychologist. That Psychologist is responsible for explaining the contents of the report to the candidate prior to letting the candidate review the report.”

Alternatively, if the interviewer does not believe the assessment report is injurious to the candidate, then the statement could be:

“Under the Freedom of Information Act, the candidate may be allowed to review this report. The contents of this report are not deemed injurious to the candidate.”

The interviewer’s statement shall be consistent with DEA’s desire to allow for maximum responsible disclosure of information under the FOIA. Thus, an interviewer should state that a candidate may have direct access to the PAR under the FOIA whenever it is possible to do so without foreseeable harm to the candidate.

C.6.5 The PAR also is to contain the date the Psychologist received the candidate’s tests, the date of the candidate’s interview, the time (hour and minutes) that the interview started and ended, and for candidate’s who cancelled or rescheduled any session with the Psychologist, the reason(s) given by the candidate for the cancellation(s) or rescheduling(s).

C.6.6 The PAR is to contain a signature and date by the interviewer. If the interviewer is not the contractor, and the PAR is reviewed and signed by the contractor prior to delivery to DEA, any charges for mailing between the interviewer and contractor to secure the contractor’s signature on the PAR will be not be paid by DEA.

C.7

SCHEDULING, RESCHEDULING AND CANCELLATIONS

C.7.1 Virtually all candidates report on time to scheduled test sessions and interviews if the sessions are timely and convenient. Timely and convenient means that:

a. The sessions are scheduled and conducted shortly after the contractor is requested to conduct a psychological assessment;

b. The sessions are held at a site within a reasonable commuting distance from the candidate’s place of work or residence; and

c. The candidate is provided with clear instructions and directions to the testing and interview site(s).

C.7.2 Anticipated expenses associated with cancellations and “no shows” to test sessions conducted by the contractor are to be factored into fees for CLIN 0001 (see Section B.3). Similarly, anticipated expenses for cancellations and no shows to one-on-one interviews must be factored into fees for CLIN 0002 (see Section B.3). In computing these anticipated expenses, a no show/cancellation rate of 4% should be computed into the process.

C.8

MATERIAL/RECORD MAINTENANCE

C.8.1 One copy of the candidate’s LEI, MMPI-2 test report, and 16PF test report are to be maintained for a minimum of three years from the date that the contractor initially scored the candidate’s tests. One copy of the candidate’s PAR is to be maintained for a minimum of three years from the date that the contractor initially completed the PAR. For example, if the contractor completed a candidate’s PAR on May 1, 2008, the contractor shall maintain that candidate’s PAR until May 1, 2011. After three years, the materials are to be maintained in accordance with legal and professional standards and, then, destroyed.

C.8.2 While in the contractor’s possession, each candidate’s LEI, answer sheets, test reports, and PAR are to be secured in accordance with professional standards and legal requirements.

C.8.3 The contractor shall not disclose any candidate’s LEI, answer sheets, test reports, PAR, or PAR ratings to anyone other than the COTR without the express written permission of DEA.

C.8.4 The COTR may request a duplicate copy of a candidate’s PAR and test reports. Requests for duplicates are infrequent (i.e., one request per every 300 completed assessments).

C.9

MAILING

Blank test packages can be sent by regular mail to DEA recruiters. No direct costs shall be reimbursed for this type of mailing. Packages should be sent so that they have sufficient time to be received. The contractor is to use an Express Mail Service for mailing items containing applicant information such as LEIs, and test reports to interviewers scheduled to interview candidates; and deliverables to the COTR. The contractor will either be reimbursed by DEA for actual mailing costs incurred or DEA shall provide the contractor with an Express Mail account number to be used solely for mailings of psychological assessment materials (i.e., LEIs, test reports, and PARS) to the COTR. DEA will not reimburse for mailing costs incurred by an interviewer for mailings between the contractor interviewers (e.g., for the PAR review and signature by the contractor). Once the PAR has been mailed from the contractor to the COTR, the psychologist will advise the COTR, by email, of the name of the candidate and the date the PAR was mailed to the COTR.

C.10

EXPERT ADVICE OR TESTIMONY

The contractor or his associate Psychologist may be asked to prepare for and testify regarding their psychological assessment of, and rating assigned to, a candidate. As needed, the Psychologist shall provide documentation to support the Psychologist’s assessment of a candidate in case of litigation or challenge to the psychological assessments.

C.11

PERSONNEL QUALIFICATIONS

Each interviewer who conducts psychological assessments for DEA must have:

(a) A terminal doctoral degree (e.g., Ph.D., Ed.D., Psy.D) in Clinical Psychology from a regionally/nationally accredited doctoral program (degrees in Counseling Psychology will be considered if the program included graduate training, and the psychologist has received supervision in psychological assessment and testing, as well as psychopathology – transcripts are required to establish competence);

(b) A current, valid license to conduct psychological suitability assessments from within the geographic area being proposed;

(c) Interpreted a minimum of 250 MMPI-2 scores and reports for law enforcement personnel;

(d) Conducted at least 100 psychological assessments of applicants for law enforcement positions; and

(e) Knowledge of laws and professional standards related to the use of psychological assessments in employment settings as well as knowledge of applicable employment laws and regulations (e.g., Uniform Guidelines on Employee Selection Procedures).

C.12

SECURITY REQUIREMENTS

Psychologists will be required to complete a Standard Form 86 – Questionnaire for National Security Positions, and other forms needed to comply with DEA’s security provisions. These forms shall be transmitted to Psychologists by the COTR after contract award.

C.13

RESPONSIVENESS

Any contractor selected to conduct psychological assessments must demonstrate their capability to provide timely assessments to DEA in a way that minimizes travel time and costs to both the contractor and the applicant. Ideally, an offeror would have at least one qualified, competent interviewer who resides in each city having a DEA Division in the region(s) selected by the offeror. However, DEA recognizes that this is an ideal (e.g., a contractor interested in the Western Region may be unable to find a qualified, experienced interviewer who resides in El Paso, Texas).

C.14

ORIENTATION

All contractor psychologists performing work on this contract are required to attend, at Government expense, a one-day orientation session conducted by DEA at DEA Headquarters. An annual refresher orientation, at Government option, may be required. During the course of this contract, any psychologist who will be conducting assessments, at any time, is required to attend a DEA-approved orientation session. The purpose of the session is to provide information regarding:

a.

Job analysis data on Special Agent duties and responsibilities;

b.

LEI issues;

c.

The format and structure of PARs;

d.

Issues pertaining to quality control and security of materials;

e.

Productivity schedule and deliverables;
