C-1

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK

STATEMENT OF WORK

C.1 GENERAL

This section covers the requirements for the characterization, packaging, transportation, management, and disposal of methamphetamine clandestine laboratory “hazardous waste,” as defined herein, seized by state or local law enforcement agencies and temporarily stored at an Authorized Central Storage (ACS) site.

C.2 BACKGROUND

The state and local law enforcement agencies that seize an illegal clandestine drug laboratory become the generator of hazardous waste and non-hazardous waste that is collected at the site. The state and local law enforcement agency will characterize, package, and transport the waste to various ACS sites throughout each contract area for safe storage. DEA is responsible for administering the funding and facilitating the contract(s) for the pickup, transportation, and disposal of the waste from the seized state and local illegal clandestine drug laboratories.

C.3 OBJECTIVE

The objective of this contract is to secure the services of a hazardous waste Contractor who is qualified to properly manage and perform the "duties of a generator" in the state of Iowa to: Conduct hazardous waste pickup, transportation, and disposal services of all waste stored at a state/local law enforcement ACS site as defined herein. Contractor shall ensure that all waste is properly packaged, labeled, and marked in accordance with all Federal, state and local laws and regulations prior to transporting and disposing of the waste. Federal regulations precede state, unless state regulations are more restrictive.

C.3.1 Contractor Personnel Access Contract employees shall be escorted by the authorized DEA Representative at all times while at an ACS site.

Detailed personnel security requirements and the documentation required to obtain approval for access to DEA SENSITIVE information, material, worksites, and any other facilities are provided in Section H.

(Security Provision DEA-2852.204.84). All security application forms shall be submitted to the Contracting Office Representative (COR) prior to the commencement of any contractual activity. Additionally, the Contractor shall not utilize the services of a new employee until notified by the COR.

C.4 REGULATIONS APPLICABLE DOCUMENTS

Title 21, Code of Federal Regulations, Parts 1300 et seq. (CSA);

Title 29, Code of Federal Regulations, Parts 1910.38, 1910.120 and 1910.1200 (OSHA);

C.5 DEFINITIONS and ACRONYMS

For the purposes of this contract, the terms below have the following meaning:

Adulteration means to make impure by the addition of a foreign substance (e.g., vermiculite, motor oil, detergent, cement, fly ash, absorbent material, etc.) by mixing, diluting or otherwise contaminating the seized waste to render it non-retrievable and no longer susceptible to diversion for an illicit or non-medical use.
