SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 BACKGROUND
The Drug Enforcement Administration (DEA) is recruiting for Special Agent positions. DEA needs to determine if the Candidates may not have the personal characteristics that are needed to successfully perform Special Agent duties. Accordingly, the DEA seeks to obtain professional assessments of the extent to which Candidates who have been offered Special Agent positions have the personal characteristics, such as emotional stability and the ability to work under stress, in the degree required, to successfully perform in the DEA’s Special Agent positions.
Special Agents are responsible for conducting investigations involving the illicit diversion, manufacture, importation, and trafficking of drugs. As criminal investigators, Special Agents risk exposure to stressful situations, harmful substances, and injury or death from weapons, vehicles, or contagious diseases.
C.2 OBJECTIVE
DEA requires the services of competent, capable and experienced licensed Interviewers to conduct psychological assessments of individuals who have been offered Special Agent positions (hereafter referred to as “Candidates”). The Contractor shall be responsible for assessing the psychological suitability of Candidates within one or more of the four regions outlined in the attached Technical Exhibit (TE) 1.
C.3 GENERAL REQUIREMENTS
The Contractor’s services shall be provided in accordance with prevailing professional mental health standards and law. The procedures used in deriving recommendations shall be consistent with professional and legal standards (e.g., American Psychological Association’s Ethical Standards for Interviewers; Standards for Educational and Psychological Testing; General Guidelines for Providers of Psychological Services; the Uniform Guidelines on Employee Selection; and Americans with Disabilities Act).
C.4 TERMS AND ACRONYMS
Candidate: A Candidate who has received a bona fide offer of employment as a Special Agent for the DEA.
Contractor: An Interviewer or company who shall be responsible for overseeing psychological assessments of DEA Candidates within one or more regions identified in TE-1.
COR: The Contracting Officer’s Representative. The COR is responsible for technical oversight of the contract and serves as the primary point of contact for the DEA.
C-1
Recruiter: A DEA Special Agent Division Recruiter. In regards to this contract, the Recruiter is responsible for administering and/or coordinating the testing of Candidates, and for coordinating interview sessions between Candidates and the Interviewer.
Life Experiences Inventory (LEI): The DEA LEI is designed to provide the Interviewer with biographical data about the Candidate. Information, including educational and military background, employment record, use of alcohol and drugs, etc., that may affect a Candidate’s suitability for Special Agent duties is collected on the LEI.
MMPI-2: Minnesota Multiphasic Personality Inventory - 2.
PAR: Psychological Assessment Report. The PAR is a three-to-five page narrative report that is prepared by the Interviewer. In the PAR, data from a Candidate’s LEI, MMPI-2, 16PF, and 50-60 minute interview are combined into an overall assessment of the Candidate’s psychological suitability to successfully perform the duties of a Special Agent.
16PF: The Sixteen Personality Factor inventory, 5th edition, and any subsequent editions released.
Interviewer: A qualified and licensed Interviewer who reviews a Candidate’s LEI, MMPI-2 Extended Report, and 16PF Basic Interpretive Report; conducts a one-hour interview with the Candidate; and prepares a Psychological Assessment Report (PAR) on the Candidate.
An Interviewer may be a Contractor or a sub-Contractor. Whoever is doing the interview must fall under the same standards as the Contractor.
C.5 SCOPE
The contractor shall conduct psychological assessments of Candidates over a 12-month period.
Each psychological assessment shall consist of:
C.5.1 Testing Tasks. Each Candidate is scheduled for a test session in which the Candidate completes the LEI, the MMPI-2, and the 16PF. Testing is typically conducted by the Recruiters at DEA Field Divisions. Tasks performed by the Contractor that are associated with the testing of Candidates are:
C.5.1.1 Assembling test package and instructions for each Candidate for administration by Recruiter, which includes:
a. MMPI-2. Test booklets and answer sheets.
b. 16PF. Test booklets and answer sheets.
b. LEI. DEA will provide copies of the LEI to Contractors at beginning of contract in batches of 50. Contractor shall request additional copies as needed.
c. Envelopes.
d. Collate test materials into packages for use by Candidates during a test session, including test instructions.
C-2
e. Distribute test packages to Recruiters for administration of tests.
C.5.1.2 The Recruiter assigned to a DEA Division will provide the Contractor with the names of Candidates who need to be tested. In response, the Contractor shall transmit one test package for each named Candidate. Each test package shall contain one copy of testing instructions and the LEI; an MMPI-2 test booklet and answer sheet; a 16PF inventory booklet and answer sheet; and two envelopes. One envelope, addressed to the Contractor, shall be used by the Candidate to return all testing materials to the Contractor.
The second envelope shall be used by the Candidate to secure test materials while the Candidate is on a break. The envelopes are part of the Contractor’s cost.
The contract Interviewer shall be responsible for maintaining a record of the testing materials sent to and returned from the Recruiter. In addition, the contract Interviewer is required to provide the Recruiter with three “back-up” test packages. These are to be used in instances when a test package proves to have missing materials and/or when a Candidate is available for testing but a test package for the Candidate has not arrived.
C.5.1.3 The deliverables associated with the testing are the Candidate’s:
a. Computer-generated MMPI-2 Extended Report.
b. Computer-generated 16PF Basic Interpretive Report.
c. Original LEI.
C.5.2 Assessing Tasks. The Recruiter will normally schedule the one-on-one interview between the Contractor and the Candidate, in consultation with all parties involved, and confirm with the Contractor and Candidate the date, time, and location of the interview. Interviews may be conducted at the Interviewer’s office or at a DEA-approved facility. The Recruiter must be advised of any changes to the scheduled interview date and time; a change must be approved in advance. The Contractor must inform the Recruiter and COR of any cancellations or no-shows via email within one business day.
In assessing the Candidate, the Interviewer shall be responsible for the following tasks:
C.5.2.1 Reviewing the Candidate’s MMPI-2, 16PF Reports, and the LEI.
C.5.2.2 Conducting a one-on-one interview with the Candidate. If the Interviewer conducts interviews in a home office setting, DEA reserves the right to inspect the facility. The Interviewer’s office shall be free of any disturbance or interruption (e.g., noise, animals). Persons other than the Interviewer and Candidate are not permitted to be present during interview sessions unless approved in advance by the COR. The interview is to be conducted privately behind a closed door. All interview records, including any tapes, are to be secured in a locked, fireproof, combination lock cabinet and are not to be made available to any individual not referenced in the contract.
Although DEA Divisions may provide Interviewers space for interviewing Candidates upon request, prior permission from the Division’s Recruiter is needed to ensure that
C-3 appropriate arrangements can be made available on specific dates and times for interviewing Candidates.
C.5.2.3 Preparing a PAR that is based on the Candidate’s test results, LEI, and interview responses. Most PARs are three-to-five pages in length. The PAR is to reflect the Interviewer’s assessment of the relative likelihood that the Candidate has the personal and emotional characteristics needed to successfully perform Special Agent duties. Each PAR shall meet the requirements specified in Section C.6
C.5.2.4 The PAR is the deliverable associated with C.5.2 tasks.
C.5.2.5 The Contractor shall notify the Recruiter and COR via email of the date and time that an interview was completed. If a Candidate does not appear for the interview or cancels, the Contractor shall also notify, via email, of the no-show or cancellation within one business day.
C.6 PAR REQUIREMENTS. Each Candidate’s PAR shall include:
C.6.1 One of the following three summary ratings of the Candidate’s suitability for Special Agent duties and responsibilities:
a. Recommended
b. Marginally Recommended
c. Not Recommended
C.6.2 A written narrative addressing each of the following areas, in the order outlined below:
a. Candidate’s Biographical Information and Testing information (refer to C.6.3)
b. Overall Rating (in bold)
c. Statement regarding Candidate’s access to the PAR under the Freedom of Information
Act (FOIA) (refer to C.6.4)
d. Summary of testing, including significant MMPI-2 and/or 16PF results

l. Statement regarding bias/prejudice toward protected groups (refer to C.6.5)
m. Overall Summary of Findings, including potential areas of concern
n. Original Interviewer Signature (refer to C.6.6)
C.6.3 The PAR shall contain the following, in the order outlined below:

a. Candidate’s Last, First and Middle Name
b. Written Testing Date
c. Interview Date
d. Interview Start Time
e. Interview End Time
f. Interview Location
g. Interviewed by Name of Psychologist, Degree
h. Information on Candidate’s who cancelled or rescheduled any session with the
Interviewer, the reason(s) given by the Candidate for the cancellation(s) or rescheduling(s). (If applicable)
C.6.4 At the end of the report, the Interviewer shall include a statement regarding the extent to which a Candidate is to be allowed access to the PAR under a Freedom of Information Act (FOIA) request. For example, if an Interviewer believes a Candidate’s access to the assessment report would be injurious to the Candidate, then the statement at the end of the report could be:
“The Candidate must be denied access to this report, since access could be injurious to the Candidate. If the Candidate requests to review the report, the Candidate must be required to provide the name and address of a licensed, Clinical Interviewer. That Interviewer is responsible for explaining the contents of the report to the Candidate prior to letting the Candidate review the report.”
Alternatively, if the Interviewer does not believe the assessment report is injurious to the Candidate, then the statement could be:
“Under the Freedom of Information Act, the Candidate may be allowed to review this report. The contents of this report are not deemed injurious to the Candidate.”
The Interviewer’s statement shall be consistent with DEA’s desire to allow for maximum responsible disclosure of information under the FOIA. Thus, an Interviewer should state that a Candidate may have direct access to the PAR under the FOIA whenever it is possible to do so without foreseeable harm to the Candidate.
C.6.5 The Interviewer shall include a statement regarding the extent to which the Candidate expressed bias or prejudice toward protected groups. For example, if no indications of bias or prejudice were observed, the statement could read: “The Candidate made no statements indicating bias or prejudice related to the race, religion, ethnicity or sex of others.”
C.6.6 The PAR is to contain an original signature and date by the Interviewer. Contractor shall demonstrate appropriate quality review procedures are in place for all Interviewers on the contract.

b. The sessions are held at a site within a reasonable commuting distance from the Candidate’s place of work or residence; and
c. The Candidate is provided with clear instructions and directions to the testing and interview site(s).
C.7.2 Anticipated expenses for cancellations and no shows to one-on-one interviews must be factored into fees. In computing these anticipated expenses, a no show/cancellation rate of 4% of the fixed unit rate of CLIN number 0001 should be computed into the process.
C.8 MATERIAL/RECORD MAINTENANCE
C.8.1 While in the Contractor’s possession, each Candidate’s LEI, answer sheets, test reports, and PAR are to be secured in accordance with professional standards and legal requirements.
C.8.2 The Contractor shall not disclose any Candidate’s LEI, answer sheets, test reports, PAR, or PAR ratings to anyone other than the Contracting Officers Representative without the express written permission of the COR.
C.9 MAILING
Blank test packages can be sent by regular mail to Recruiters. No costs shall be reimbursed for this type of mailing. Packages should be sent so that they have sufficient time to be received.
Contractor shall provide Division Recruiter with phone and address information for the appropriate Interviewer for the Division so that testing information can be sent directly to appropriate party. DEA will not reimburse for mailing costs incurred by an Interviewer for mailings between the Contractor Interviewers. The Contractor must use an Express Mail Service with a tracking system for mailing items containing Candidate information such as LEIs and completed tests. For additional mailing needed above the normal testing procedure, the Contractor will then be reimbursed by the DEA for actual mailing costs incurred with prior approval from the COR.

SECTION H – SPECIAL CONTRACT REQUIREMENTS
H.1 DEA-2852.204-83 PUBLIC TRUST POSITIONS—SECURITY REQUIREMENTS
FOR ACCESS TO DEA SENSITIVE INFORMATION/U. S. CITIZENSHIP
REQUIRED (MAY 2011)
DEA’s personnel, information, and facility security requirements for contracts, task orders, delivery orders, purchase orders, blanket purchase agreements, reimbursable agreements, and other types of contractual arrangements (hereafter referred to as “contract” and “Contractor”) to provide goods and services to DEA are hereby provided for the subject access level. The security forms listed in Section V are available at www.dea.gov; click on Acquisitions & Doing Business with DEA; and scroll down to Security Forms.
I. GENERAL
A. Contractor’s Security Officer
1. The Contractor shall establish and maintain a security program to ensure that all requirements set forth in this provision are accomplished efficiently and effectively. The Contractor’s time and expenses for recruiting, interviewing, and security screening are considered overhead and may not be billed directly to DEA.
2. The Contractor shall designate a Security Officer, and an Alternate Security Officer in case of the primary Security Officer’s absence, with the authority and responsibility to perform personnel security screening to the extent possible.
3. The Contractor shall make every effort to preclude incurrence of avoidable costs by the Government by ensuring that all applicants and personnel furnished on this contract are eligible, reliable, and of reputable background and sound character. Security screening shall include, but not be limited to, verification of current home address, telephone number, and prior work experience (See Section I, Part D. Documentation Requirements, Item 8 below), and resolution of delinquent debt related issues that have the potential to disqualify an applicant from consideration for employment on a DEA contract.
4. The Contractor shall ensure that applicants submitted to DEA meet the basic eligibility requirements, such as job skills, certificates if required, residency, and none of the disqualifying factors described below. DEA recognizes that law enforcement records and other information the Contractor is able to obtain regarding an individual’s history relative to the disqualifying factors is limited. However, much of this information is requested on Standard Form 85P, Questionnaire for Public Trust Positions, Standard Form 85P-S, Supplemental Questionnaire for Selected Positions, and Standard Form 86, Questionnaire for National Security Position. The Contractor is encouraged to re-interview each applicant based on the answers entered on the SF85P, SF85P-S, or SF86.
5. Debt-related issues are the most prevalent derogatory issues found during background investigations and cause delays in the adjudication of security clearances. The Contractor is
H-1 http://www.dea.gov/ encouraged to obtain the applicant/employee’s credit report and have any issues resolved prior to submitting the security clearance request forms to DEA. DEA currently uses Equifax Credit Reporting Services; however, the Contractor may use the credit reporting agency of its choice.
In compliance with the Fair Credit Reporting Act of 1970, as amended (15 U.S.C. 1681, et seq.), the following must be used when the Contractor obtains a credit report:
a. A credit report shall be obtained for accounts in the applicant/employee’s name only. This will be a “persona report for employment purposes.” Do not obtain a credit report for joint accounts.
b. The Contractor shall provide a written notice/release to the applicant/employee that a credit report may be used for employment purposes. The applicant/employee shall sign and date the notice/release and provide it to the Contractor before the credit report is obtained by the Contractor. The Contractor is not authorized to obtain a credit report prior to receipt of the signed notice/release. This signed notice/release is required in addition to the form DOJ-555, Disclosure and Authorization Pertaining to Consumer Reports, Pursuant to the Fair Credit Reporting Act. A copy of the signed notice/release shall be submitted to DEA with the DOJ- 555.
c. The Contractor shall not take adverse action against the applicant/employee, based in whole or in part upon the credit report, without first providing the applicant/employee a copy of the credit report and a written description of the applicant/employee’s rights as described under Section 1681g of Title 15 U.S.C.
d. If a potentially disqualifying debt-related issue surfaces that the applicant/employee omitted from the SF85P, Questionnaire for Public Trust Positions, the security clearance request forms should not be submitted to DEA unless the applicant/employee can provide strong mitigating information that clearly explains the omission and how the issue will be satisfactorily resolved.
e. Blank security forms and additional information regarding credit reports are available at www.dea.gov; click on Acquisitions & Contracts; and go to Security Forms.
6. The Contractor shall ensure that all security related forms and questionnaires are filled out correctly and completely and are signed, dated, and submitted to the Contracting Officer’s Technical Representative or Task Monitor (COTR/TM) within 14 calendar days. Personnel security packages with incomplete documentation will be rejected and returned to the contractor without any further action.
7. DEA’s request for additional information or documents regarding the background investigation shall be responded to within 14 calendar days unless the COTR/TM provides a written extension. (See Item 2 under Section I, Part C. Electronic Questionnaires for Investigations Processing (e-QIP), Item 2 below) for additional response requirements.) Failure to submit the requested information or documents within 14 calendar days will cause the entire package to be rejected and it will be returned to the contractor without any further action.

6. All personnel assigned to this contract must be approved in writing by the DEA Office of Security Programs for access to DEA SENSITIVE information.
H-3
7. The Contractor’s employee(s) shall not be assigned to perform services for DEA until the Contractor has been notified in writing by the COTR/TM that the individual(s) has been approved by the DEA Office of Security Programs.
8. Applicants whose background investigations result in a determination of unsuitable or are otherwise determined unfavorable based on derogatory information shall be removed from further consideration for performance under this or any DEA contract. DEA reserves the right to refuse the services of and/or terminate the access of any Contractor employee or applicant who is or may be judged a security risk.
