2. Nature and/or description of the action being approved - Pursuant to the Federal Acquisition Regulation (FAR) Subpart 8.405-6 and Bureau of Prisons Acquisition Policy (BPAP) Subpart 6.304(c), the Bureau has determined that restricting consideration of schedule contractors is justified for this procurement action. This acquisition is conducted under the authority of the General Service Administration (GSA) Federal Supply Schedule (FSS) , Multiple Award Schedule (MAS) program. The following is a list of supporting documentation for this limited sources justification in accordance with FAR Subpart FAR 8.405- 6(c) (2).

This action is necessary since the six (6) month extension was not evaluated at time of award. The BPA is currently awarded to Brookfield Relocation, Inc.

(Brookfield) for Home Sale Program services. This is a BPA with a Base period and four (4), one year options. Option Year four (4) ended on January 31, 2019. Facilities are currently located throughout the continental United States, Puerto Rico, and Hawaii. Some facilities are located in major cities, while others are located in somewhat rural areas.

The BOP relocates approximately 600 - 1,000 employees per fiscal year. Approximately 40 - 50% use the home sale assistance program.

The Bureau is currently in the process of procuring these services and the current solicitation closed on GSA e-Buy January 11, 2019. The anticipated award date for the current solicitation was January 31, 2019. Due to the lapse in appropriation to fund the Department of Justice, the Contracting Officer (CO) was furloughed for thirty-five

(35) days and was unable to complete the necessary requirements to award this solicitation.· Due to staff that are currently being relocated, this extension is deemed urgent and compelling. Any interruption to the Home Sale Program services would severely impact the Bureau's ability to relocate employees, which impact the safety of staff, inmates, and general public. In addition, this extension will be made in accordance with the terms and conditions of the referenced GSA FSS. The orders placed against this MAS, using procedures in FAR 8 . 404 do not have to make a separate determination that the price is fair and reasonable, although the CO will seek for further price reductions for the required services.

It was determined that numerous contract holders have authority to provide services.
