About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a brand name acquisition under the Federal Supply Schedule (GSA Schedules) Program.
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Operations Division is procuring one Roshel Senator Emergency Response Vehicle (Part # RBB-126) from Roshel, LLC (UEI: SYHEG33KADN7, located at 8 The Green, Suite 12453, Dover, DE 19901) through a GSA Schedule order. The vehicle, built on a Ford F-550 chassis, will support ATF's Special Response Team (SRT) program and includes specialized features such as a 360-degree electrical rotational enclosed turret, eight gunports, off-road capability with military-grade tires, modular armor and windows, heated windshield, 360-degree camera system with DVR, backup camera, HVAC, intercom with acoustic hailer, hydraulic breaching ram, explosive storage vaults, and wiring preparation for Starlink and mesh radios. The period of performance is 60 days from award date. The justification cites two primary authorities: RFO 8.4, GSAM/R 538.7104-3 (Sole Source Justifications) based on unusual urgency, and RFO 8.4, GSAM/R 538.7104-4 (Items Peculiar to One Manufacturer), as Roshel is the only vendor capable of delivering within 60 days while competitors require 18 months. Market research confirmed that competing armored vehicles on GSA Schedule (Lenco, Inkas, Terradyne) and DLA options (Humvees, Peacekeepers, MRAPs) do not meet law enforcement operational requirements or lack necessary features such as modular armor and windows. The justification was signed by Rich Fitzpatrick (COR/GTR) and Jim Huff (Contracting Officer) on August 31, 2026, with a requirement to publish within 14 days of award on the Government-wide Point of Entry and ATF's website for a minimum of 30 days.

2. Nature and Description of Action Being Approved. Describe the action being approved include the name and address of the proposed contractor(s).
ATF has a requirement to purchase one (1) Roshel Armored Vehicle. The particulars are as follows:
Roshel Senator Emergency Response Vehicle – Part # RBB-126
This item is on GSA Schedule and SOD recommends this contracting mechanism for the acquisition. A GSA quote is attached to this procurement package.
Proposed Contractor
Roshel, LLC 8 The Green, Suite 12453 Dover, DE 19901 302-423-9005
UEI: SYHEG33KADN7
3. Description of Supplies and Services. Describe the supplies/services to be acquired.
Provide the estimated total value (including options, if any).
This requirement is for the purchase of one (1) Roshel Armored Vehicle. This vehicle will be utilized by our SRT program to enhance our agencies’ ballistic protection, while increasing Agent and public safety. This vehicle is built on a Ford F-550 chassis and has many of the same features of our current, and older, armored vehicles. Some of the features of this new vehicle include:
- 360-degree electrical rotational enclosed turret
- 8 Gunports, on both the sides and rear
- Off-road capability, including military grade tires and RunFlats.
- Modular armor and windows
- Heated Windshield
- 360-degree camera system with DVR
- Back up camera system with monitor
- Additional HVAC for rear of vehicle
- Intercom Interior to exterior HPV M1 Acoustic Hailer
- Hydraulic Breaching Ram with Receiver, Ram Post, and Front Plate
- Exterior Door Puck Locks
- Two TEB Vaults for Explosives Storage
- Wiring preparation for Starlink and Mesh Radios
This is an urgent need for our SRT program as our current fleet of Armored Vehicles is aged and in need of an update. Several of our current Armored Vehicles date back to 2008. Because of the age and mileage of current vehicles, we frequently must pay freight companies to move them (as opposed to driving) when the commute time is more than a couple of hours. Roshel is the only vendor that can fill this need in 60 days or less, previous contractor stated final delivery will be 18 months.
There are several other armored vehicles on GSA Schedule, including Lenco, Inkas, and Terradyne. The Lenco Armored Vehicle has an estimated 18-month delivery timeframe and will cost substantially more money. We are not aware of any federal law enforcement agencies that utilize Inkas or Terradyne and neither unit has modular armor or windows. Additionally, ATF reviewed DLA for vehicle options. However, the Humvees, Peacekeepers, and MRAPS listed are more suited for military operations and do not conform with our law enforcement operations.
The Period of Performance will be 60 days from date of Award.
4. Identify statutory authority permitting limiting sources. Cite the authority under one of the exceptions listed under RFO Subpart 8.401(a) and (b) in conjunction with GSAM/R 538.7104-3 and 538.7104-4, and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. (Check the appropriate box for the authority and bold the statement.)
Using GSA Schedules:
RFO 8.4, GSAM/R 538.7104-3 Sole source justifications;
The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need;
Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized;
The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis;
It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA and to ensure exact match Brand Name; or
A law expressly authorizes or requires that the purchase be made from a specified source.
RFO 8.4, GSAM/R 538.7104-4 Items peculiar to one manufacturer.
General. An item peculiar to one manufacturer can be a particular brand name, product, or a Feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
Requirement. Items peculiar to one manufacturer must not be acquired unless—
(1) The particular brand name, product, or feature is essential to the ordering activity’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the need;
Market Research conducted by Special Operation Division (SOD) SME’s showed that this Armored Vehicle is being procured to save valuable time in receiving the final delivery, to be tested and evaluated to determine if the future of all Armored Vehicles will now be procured with Roshel, LLC. Several other agencies including the Department of Homeland Security, Department of State and the FBI are currently utilizing Roshel Armored Vehicles. This purchase will be in line with their use and will also be a substantial cost savings from other Armored Vehicles on the market.
and
(2) The file is documented accordingly—
(i) If the order is to be placed (or FSS BPA established) competitively, the file must be documented concerning the basis for restricting consideration to an item peculiar to one manufacturer, Roshel LLC is the only manufacturer of this particular armored vehicle and competition requirements were met by using GSA Schedule. Roshel is an authorized GSA seller and can properly meet ATF’s requirements. or
(ii) If the order is placed (or FSS BPA established) on a sole source basis, a justification must be executed in accordance with 538.7104-3.
5. Publication Requirement. (i) Justifications must be made publicly available within 14 days after award, except—
(A) For justifications made under paragraph (b)(1)(i) of this subsection, which must be posted within 30 days after contract award; and
(B) When publication is not required. Publication is not required in the event of extraordinary circumstances or where publication would compromise national security (e.g., would result in disclosure of classified information or create other security risks).
(ii) Justifications must be made publicly available—
(A) At the Government-wide Point of Entry (GPE);
The Requirement will be posted on Unison and uploaded to GSA for all contractors to see or
(B) On the website of the ordering activity, which may provide access to the justifications by linking to the GPE; and
(C) For a minimum of 30 days.
(iii) Before publication, justifications must be carefully screened—
Exception: If the requirement was not publicized, explain why it was not publicized and under what exception under RFO 5.201(b).
