About this file
This is a Questions and Answers document for solicitation DJA-26-ASOD-PR-0271, a Request for Quote for a Replacement Notification System. The operative deadlines are 3:30 PM EST May 27, 2026 for questions and 3:30 PM EST May 28, 2026 for quote submissions, with an anticipated award date of June 1, 2026. The contract is structured as a base plus four-year requirement.
The document addresses five key questions from prospective vendors regarding technical requirements, pricing, and implementation. IPAWS integration and FEMA Memorandum of Agreement (PWS sections 5.5.20-5.5.22) are confirmed as mandatory requirements for technical acceptability, despite appearing as "should" language in the Performance Work Statement. Regarding pricing for CLIN 4, the government has estimated monthly volumes of approximately 16,000 SMS messages and 15,000 emails but requests vendors to propose pricing structures that address potential volume growth beyond these estimates, acknowledging varying approaches among vendors. The legacy system expired May 14, 2026, and ATF has been operating without a functioning mass notification system since that date; the government will provide necessary data and in-house expertise to support rapid implementation by the successful contractor rather than funding incumbent transition services. Technical quote submissions have no page limits, margin requirements, font specifications, or restrictions on tables and charts.

Q&A
Replacement Notification System
DJA-26-ASOD-PR-0271
Question #1 Submission deadline confirmation. The revised solicitation cover page shows a Current Response Date of May 28, 2026 and an anticipated award date of June 1, 2026, and the SAM.gov description lists questions due 3:30 PM EST May 27, 2026 and quotes due 3:30 PM EST May 28, 2026. The Submission of Quotes section on the final page of the revised PDF, and the SAM.gov header field, still reference May 20 and May 21.
Please confirm the operative deadlines are 3:30 PM EST May 27, 2026 for questions and 3:30 PM EST May 28, 2026 for quotes.
Answer Deadlines are 3:30 PM EST May 27, 2026 for questions and 3:30 PM EST May 28, 2026 for quotes.
Question #2 IPAWS and FEMA integration (PWS 5.5.20 through 5.5.22). These appear as "should" requirements. Please confirm whether IPAWS integration and the FEMA Memorandum of Agreement are mandatory for technical acceptability or are desired capabilities.
This requirement demonstrates the capability level of the system and degree to which it is already integrated with the emergency management community. It is required for technical acceptability.
Question #3 Unlimited-tier overage threshold (PWS 5.2.7 and 5.8.9; Attachment A CLIN 4). At what monthly volume of voice, SMS or MMS, and email do Additional Message Units begin to apply, beyond the approximately 16,000 SMS and 15,000 emails per month indicated in the prior Q&A?
This determines the unit price we enter for CLIN 4.
ATF believes we have adequately estimated our volume for voice, SMS, MMS and email messages. However, this is an Request for Quote for a base + four year contract. If our needs grow beyond what we have estimated, new want to know how the pricing structure for additional volume is structured. In market research we learned there is a vast difference in the way licensing and cost is assessed from one vendor to another.
Question #4 Incumbent transition and knowledge transfer. Is the incumbent funded to provide knowledge transfer during any phase-in period, and what is the planned cut-over date relative to the December 31, 2025 end-of-support condition for the existing system?
The legacy system was extended to May 14, 2026 at which time the contract expired. Since that time, we have been operating without a functioning mass notification system . Once a new contract award is made, there will be a significant push by ATF with the new vendor to create a functioning capability as quickly as possible. ATF maintains the data necessary for and he in-house expertise to work with the successful vendor to implement a functioning system based on the capabilities required in the PWS.
Question #5 Page, format, and submission limits. Does the Government impose a page limit, required margins, or font on the technical quote, and do tables and charts count toward any such limit?
There is no limitation.
