About this file

This is a Quality Assurance Surveillance Plan (QASP) for Explosives Relief of Disabilities (EROD) Special Investigator Support Services provided to the Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), under the National Center for Explosives Training and Research (NCETR), Explosives Enforcement and Training Division (EETD).

The QASP establishes systematic methods for monitoring and evaluating contractor performance against eight primary performance objectives. Investigative Report Timeliness requires submission of Reports of Investigation (ROIs) within 30 calendar days unless extended in writing, with an Acceptable Quality Level (AQL) of ≥95% on-time submissions, monitored through 100% case management system tracking and monthly reviews. Investigative Quality and Accuracy mandates factually accurate, complete, and compliant ROIs requiring no major revisions, with an AQL of ≥95% accepted without revision, subject to 100% government review. Monthly Status Reporting requires 100% compliance in submitting accurate status reports by agreed deadlines. Security Compliance enforces zero-tolerance (100% AQL) protection of sensitive information and ATF security requirements, monitored through security audits, incident reporting review, and IT monitoring, with potential remedies including suspension of access and termination. Government Furnished Property (GFP) Compliance requires exclusive use of ATF-issued equipment for official duties with weekly login compliance and 100% AQL, monitored through IT system monitoring and property audits. Professional Conduct mandates no repeated substantiated complaints of misconduct, monitored through post-interview surveys and complaint review. Invoice Accuracy requires compliance with FAR 32.905 with ≥98% accuracy, reviewed by the Finance Office. Travel Compliance mandates Federal Travel Regulation adherence with pre-approval and 100% AQL, monitored through travel authorization and receipt verification.

The Contracting Officer's Representative (COR) maintains surveillance logs, monthly performance summaries, and deficiency records. Corrective Action Plans are required within five business days of written notification when performance falls below AQL standards. Continued failure triggers reduced tasking, non-payment for deficient work, or termination for cause. Suspected fraud is documented and referred to the CO and potentially the DOJ Office of Inspector General. Annual formal performance evaluations inform decisions on option year exercise, contractor responsibility determinations, and future contract awards.
