1. At the bottom of page 50 it states: “The contractor’s proposals Must clearly state whether they meet or exceed all Technical requirements listed in Section 5 of the Statement of Work (SOW) for EACH Tracking Device that are being submitted for review and possible acceptance.”

The spreadsheet that was included with the bid that we are asked to fill in provides no room to detail additional features or any specifics of how we meet or exceed the required features. And it also looks to me that some of the requested features from the Technical Requirements on Page 8 are not covered. Please see below. Could we submit something similar to that Jim? It would be no more than 3 pages at most.

a. Answer: Yes it would be fine to submit the additional information for your devices.

SECTION II – TECHNICAL REQUIREMENTS PASS/FAIL.

5.0 Technical Requirements

5.1 Requirements for GPS Tracker

5.1.1.2

5.1.1.2.1 Reporting directly to the ATF interface. Pass

5.1.1.2.2 Viewing the device on the interface. Pass

5.1.1.2.3 Configuring the device including, but not limited

to:

5.1.1.2.3.1 Ping Rate Pass

5.1.1.3 Device must come with a minimum (1) year

warranty.

Pass

2. If we have to use the spreadsheet, does it have to be a single page? After filling in all the details, and making it small enough to fit on a single 8.5x11 page, it’s almost impossible to read.

a. Answer: No it does not have to be a single page if it will not fit on a 8.5x11 page.

3. Can we include our spec sheet for our new 301 with the bid? Since the original bid we have made multiple improvements to the 300… so many that have new model number for it. That is why we would like to submit either the sample above, or a spec sheet.

a. Answer: Yes it would be fine to submit the additional information for your devices including spec sheets.

4. In the Technical requirements, in section 5.1.2.2.2 it states that the tracker must be “Capable of working on either of three (3) carriers Verizon, T-Mobile & AT&T.” To be sure, does “either” mean any 2 of the above? Or does that refer to CDMA versus GSM networks?

a. Answer: The above statement means it has to work on a minimum of one of the carriers, either being Verizon, T-Mobile or AT&T.

5. In section 5.1.2.2.4 it states: “The contractor/contractor WILL NOT be responsible for providing the airtime only that their devices must work with the above carriers.” We do understand you will be providing your own airtime and this isn’t an issue, but where is states “must work with the above carriers” does this mean all three, or just as per the answer to 5.1.2.2.2?

a. Answer: The above statement means it has to work on a minimum of one of the carriers, either being Verizon, T-Mobile or AT&T.

6. Hello, I am sending a quick note regarding the tracking RFQ that was recently released by ATF. The RFQ appears to be hardware only. Is there a need for Verizon service pricing? I did not read as a requirement, but did not want to assume.

a. Answer: There is no need for Verizon service pricing as ATF has a current contract with Verizon to cover the services required by ATF.

7. Is the customer looking for GSM/cellular only, or would they consider dual-mode? Dual-mode offers both GSM and Iridium satellite coverage. The device defaults to GSM and when GSM in not available in remote areas, the device automatically switches to satellite, so there is never a gap in coverage. We are a Tier 1 Iridium provider, which Iridium is 100% globally covered. I have attached a brochure for review.

a. Answer: ATF is interested in devices with different capabilities in order to meet unique situations including the need for a dual-mode tracker.
