Technical Operations Branch Public Internet Services

Statement of Work

1. Project Overview

1.1 Title

Fully redundant Dedicated Internet services for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Technical Operation Branch.

1.2 Background

The ATF is a unique law enforcement agency in the United States Department of Justice (DOJ) that protects our communities from vi-olent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of ar-son and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. The men and women of the ATF per-form the dual responsibilities of enforcing Federal criminal laws while regulating the firearms and explosives industries. ATF works directly with its constituents, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of ar-son, and illegal trafficking of alcohol and tobacco products.

As a Federal Law Enforcement (LE) agency, law enforcement and prosecution of suspects is ATF’s primary mission. Electronic sur-veillance plays a crucial role in criminal investigation and prosecution. ATF is in the process of updating nationwide systems for stor-ing, viewing, and managing content. These systems are building block in the ATF plans to modernize our intelligence-driven law en-forcement capabilities.

The primary objective for this solicitation is to acquire a fully redundant, scalable, high speed and capacity, self-sustaining and self-healing internet service to support ATF requirements.

2. Specific Tasks and/or Services

The Technical Operations Branch (TOB), Special Operations Division (SOD), of the Bureau of Alcohol, Tobacco, Firearms and Ex-plosives (ATF) requires public Internet service with the capability for providing full diversity and redundancy to support the network requirements.
