Bureau of Alcohol, Tobacco, Firearms and Explosives

Requisition for Modification of Trailer for Command Vehicle

1.0 Background

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a principal law enforcement agency within the United States Department of Justice dedicated to preventing terrorism, reducing violent crime, and protecting our Nation. The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. All of these entities are staffed with personnel who supervise, conduct, participate in, and train new agents or assist in the conduct of criminal investigations or industry inspections.

They also respond to and coordinate law enforcement operations that involve a high degree of risk, extreme sensitivity, or other unusual significance. Personnel in these functions must routinely travel at all hours directly from their homes to crime scenes, arrest and search scenes, undercover off-sites, surveillance activities, and other related activities. We are committed to working directly, and through partnerships, to investigate and reduce crime involving firearms and explosives, acts of arson, and illegal trafficking of alcohol and tobacco products. The ATF

Headquarters is located at 99 New York Ave, NE Washington, DC 20226.

Recently, the Philadelphia Field Division acquired a 29 foot trailer. The Philadelphia Division will retrofit this trailer for use as a Mobile Command and Control Center. This trailer will be modified to provide centralized Command & Control functions for a variety of operations and events within four field divisions in the Mid-Atlantic. ATF currently owns several Mobile

Command vehicles. These vehicles are located in various field divisions nationally, the closest being in Washington DC. By modifying this trailer, ATF will have another Mobile Command and Control platform located in Philadelphia and available for use to multiple field divisions.

This trailer, once modified to ATF specifications, will simplify Command and Control operations for ATF personnel working at remote sites.

The Philadelphia Division has been tasked to requisition and specify the requirements needed by

ATF for the retrofit of the designated trailer. Once completed, the trailer will be housed and maintained in the Philadelphia Division and will provide quick response support to the Divisions that will be using this command vehicle. The Philadelphia Division shall also be technical representatives on this requisition and coordinate with the ATF Contracting Officer to ensure specifications and compliance of this Statement of Work.

2.0 Objectives
