Recommended Core Instructor Requirements:

Unless otherwise noted in the course specific instructor requirements, ALL Instructors are recommended to meet the following experience, education, training and certification requirements unless noted otherwise:

Experience & Education Requirements Training & Certification Requirements

1. Has at least of ten years subject matter related work experience. law enforcement

/IOI field and/or training experience with a major portion of this experience in the subject area to be instructed.

2. Has at least a Bachelor’s degree from an accredited college or university.

or Has a high school education with a diploma or a GED equivalency certificate and an additional 5 years of general law enforcement/IOI/military/or field related experience (for a total of 15 years of experience) may be substituted for a Bachelor’s Degree.

1. Successfully completed an instructor training course or demonstrate experience in providing instruction in either a professional or academic classroom setting.

2. Can provide verifying documentation upon request (e.g., certificate of successful completion or attendance) to show that the instructor is maintaining subject matter currency through recent continuing education and training activities in the subject matter being taught. Subject matter currency may also be validated through the publication of subject matter related articles and research in nationally recognized professional journals or trade magazines.

3. Has successfully completed a minimum of 240 hours training in a subject area related to that being instructed that has been documented and can be verified upon request.

Explosives Specialist - Law Enforcement or Industry Operations Investigator Instructor

(CLIN 1000)

Instructors with law enforcement explosives/explosion investigation, explosives regulatory enforcement, or explosives/explosion training skills that are considered part of a mission critical specialty program that may have unique experience, education, and training requirements that support ATF’s explosives enforcement mission. Topics include, but are not limited to:

Criminalistics Destructive Device Classification Destructive Device Reconstruction Electronics Explosives Applications and Effects Explosives Classification Explosives Disposal Techniques Explosives Identification Explosives Laws and Regulations Explosives Manufacturing Explosives Range Procedures Explosives Risk Mitigation Explosives Testing Procedures Explosives Theft Investigation Explosion Investigation and Analysis Federal Explosives Laws and Regulations Fire and Explosion Dynamics Fire Investigation Techniques Homemade Explosives Identification, Process, and Disposal

Education:

Bachelor’s degree from an accredited college or university preferred.

Experience:

Experience as an ATF Certified Explosives Specialist or an ATF Certified Fire Investigator will be given special consideration.

Past experience instructing for ATF/NCETR explosives training programs will be given special consideration.

Explosives specialist instructors should have at least 10 years subject matter related work experience.

Explosives range instructors must have completed the ATF Advanced Explosives Disposal Techniques (AEDT) school or have documented experience with providing range instruction for ATF explosives training held at the National Center for Explosives Training and Research (NCETR).

Successfully completed an instructor training course or demonstrate experience in providing instruction in either a professional or academic classroom setting.

Can provide verifying documentation upon request (e.g., certificate of successful completion or attendance) to show that the instructor is maintaining subject matter currency through recent continuing education and training activities in the subject matter being taught. Program Technical Specialist

(CLIN 1001)

Instructing on a topic that is considered part of ATF’s explosives enforcement and training programs that may have unique experience, education, and training requirements, but does not require law enforcement experience.

Topics include but are not limited to:

Commercial Blasting Explosion Analysis Explosives Engineering Explosives Manufacturing Explosives Product Development Explosives Research and Testing Initiation Systems Explosives Safety Analysis and Risk Management

1. Minimum 10 years subject matter related work experience.

2. Bachelor’s Degree from an accredited college or university.

3. High school education with a diploma or a

GED equivalency certificate and an additional 5 years of related experience (for a total of 15 years’ experience) may be substituted for the undergraduate degree.

Successfully completed a minimum of 200 hours specialty training in the area being instructed that has been documented and can be verified upon request.

Academic Instructor

(CLIN 1002)

Instructing in a topic that focuses on theory, research, or any other discipline that requires a high degree of experience and education in a particular field that is relevant to ATF’s explosives enforcement mission.

Topics include but are not limited to:

Explosion Analysis Explosives Applications and Effects Explosives Engineering Explosives Manufacturing Explosives Product Development Explosives Research and Testing Initiation Systems Explosives Safety Analysis and Risk Management

1. Minimum 5 years professional experience working in, instructing, or conducting research in the subject area at a level exceeding the students to be taught.

2. Graduate degree in a related field from an accredited college or university.

3. A Bachelor’s degree and an additional 10 years of experience (for a total of 15 years’ experience may be substituted for a Master’s degree.

Demonstrate experience with providing instruction in an academic setting or conducting research at an academic institution.
