The Academy staff will provide the contractor with a S.O.P, Range safety briefing. The contractor will provide in-services training on same to his/her staff.
Part 2 Definitions
2.1.1 Specific Contract Definitions
2.1.1 The Fire investigation demonstration complex is the area directly inside the main FLETC Arson/Explosives Range Gate that includes two (2) side by side flashover cells, ten (10) Burn Cells, and a complex Burn building. Concrete pads supports the aforementioned structures and are designed to retain potentially hazardous water runoff from fire suppression activities. The runoff from theses pads is channeled into two (2) large retention vessels at the east end of the complex. This complex also includes a spectator area with bleachers seating, metal storage sheds that contain furniture, training equipment and supplies.
2.1.2 The Post Blast/Explosives Investigations Complex area is located adjacent to the asphalt tarmac at the north end of the Explosives Range/Demonstration Area. It consists of four (4) cells that is covered by stand-alone roof that covers the cell and provides protection from weather elements. This complex also includes metal storage sheds that contain furniture and training equipment and supplies.
Part 3. Requirements
3.1.1 The contractor shall provide ALL materials to complete the tasks below:
The “BUILD IN” phase that includes hanging, mudding and taping sheetrock, installing windows, doors and duplex electrical receptacles. In addition, the installation of plywood flooring that is covered with pad and carpet. Metal flashing will be installed on the exterior concrete wall surfaces around the windows and doors of each burn cell to protect finish from spalling as a result fire venting through the windows and doors during live fire. While in the “Build In ” phase , the contractor will insure that the work area is kept clean and free of nails and screws and that the pad area is swept at the end of the workday.
3.1.2 The “TEAR OUT” phase, includes removal all debris within the cell from previous practical exercises to include furniture and accoutrements. In addition, strip cells of sheetrock, remove windows and doors, plywood floors and duplex electrical receptacles, switches and insure that the work area is clean and free of nails and screws by sweeping the pad area at the end of the workday, subsequent to students having performed their investigations, will be performed as soon as reasonably possible and also requires attention to detail. While there may be some flexibility in program delivery forecast dates, once the program delivery date is identified, there is no flexibility. The work projects must be performed and completed and performed on time.
3.1.3 The contractor is expected to perform work on the below listed projects:
a) FLASHOVER CELLS
The FLASHOVER CELLS (2 ea) sit side by side and are constructed of concrete with 2” X 4” Studding that is 24” on center. The FLASHOVER CELLS measure approx. 10’ X 13’X 8’ (inside dimensions) and are unique in that one of the four walls is missing so as to enable the students to view a fires growth and development. There is a 2’ concrete drop wall from the ceiling where the fourth wall would normally be. This 2’ drop will be covered with sheetrock on the inside, at the bottom of and outside, up to the roof level. This 2’ drop keeps the superheated gasses from escaping during the live fire demonstration to illustrate the phenomena of the flashover transition stage of fire development. The inside of the FLASHOVER CELLS (walls and ceiling) must be covered with ½” sheetrock, allowing one opening for a duplex electrical receptacle. All seams and joints must be covered with paper tape and two separate applications of mud making sure to allow sufficient drying time before the second application of mud. The sub floors will be covered with ¼” plywood and the contractor shall install carpet pad and carpet. Attention to detail is paramount as temperatures within the cells normally reach and at times exceed 1400 degrees F. An electrical duplex receptacle with an attached 3’ electrical conductor “pigtail” will be installed in each cell upon one wall at the direction of ATF staff. These receptacles will be energized during the live fire demonstration by ATF staff. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the SIDE BY SIDE - FLASHOVER CELLS.
b) BURN CELLS
The BURN CELLS (10 ea) sit adjacent to the Flashover Cells and are constructed of concrete with 2” X 4” studding 24” on center. The Burn Cells measure approx. 13’ X 9’ X 8’ (interior dimensions) with one door measuring 36” X 80” and one window measuring 36”X 36”. All walls and the ceiling will be covered with ½” sheetrock with allowances made for one (1) sprinkler head in the ceiling. Electrical duplex receptacles with an attached 3’ electrical conductor “pigtails” will be installed in each cell within each wall, except for the front wall with the doorway. These duplex outlets will be energized during the live fire demonstration by ATF staff. All seams and joints will be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud. Quarter inch ( ¼”) plywood will cover the sub floors and the contractor will install carpet pad and carpet. Tin flashing will also be installed above both window and door openings to aid in minimizing the structures exposure to flame impingement. Attention to detail is paramount as temperatures can reach and at times exceed 1400 degrees F. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the BURN CELLS. The contractor is expected to install and remove the aforementioned materials.
c) POST BLAST CELLS
The POST BLAST CELLS (4 ea) sit adjacent to the asphalt tarmac at the north end of the Explosives Range/Demonstration area and are covered by a stand- alone roof that covers the cells and provides protection from weather elements. The Post Blast Cells measure approx. 11.5’ X 9.5’ X 8’ (interior dimensions) with one door measuring 36” X 80” and one window measuring 36”X 36”. All walls and the ceiling will be covered with ½” sheetrock. At the discretion of ATF staff, an electrical receptacle will be inserted into each wall. These outlets will not be energized and as such do not need electrical conductor “pigtails” attached to them. All seams and joints will be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud. Quarter inch ( ¼”) plywood will cover the sub floors and the contractor will install carpet pad and carpet. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the POST BLAST CELLS. The contractor is expected to install and remove the aforementioned materials.
