BUREAU OF ALCOHOL, TOBACCO, FIREARMS AND EXPLOSIVES
Firearms Programs Division; Firearms Enforcement Branch
Statement of Work (SOW)
STATE LAWS AND PUBLISHED ORDINANCES – FIREARMS ATF P 5300.5
1.0 BACKGROUND
The Bureau of Alcohol, Tobacco and Firearms (ATF) mission as a law enforcement agency in the United States Department of Justice is to protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of ter-rorism, and the illegal diversion of alcohol and tobacco products. ATF partners with communities, industries, law enforcement, and public safety agencies to safeguard the public we serve through information sharing, training, research, and use of technology. To help foster this mission ATF publishes an annual State Laws and Published Ordinances – Firearms publication that is designed to help Federal Firearms Licensees comply with Federal and State firearms laws. The Gun Control Act of 1968 (GCA) prohibits licensees from selling or deliv-ering a firearm to a non licensee whose receipt or possession of the firearm would violate State or local laws ap-plicable at the place of sale or delivery. In addition, the guide is a critical part of ATF’s customer service ef-forts, and is widely used by the industries subject to ATF firearms regulation.
2.0 OBJECTIVE
ATF is seeking a qualified contractor that can provide an expertly prepared annual updated publication which would include amendments to be identified with new statutes or ordinances enacted during the most recently completed legislative session of all United States Jurisdictions; which includes The U.S. jurisdictions included are all of the states, American Samoa, District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, Vir-gin Islands, and major cities that make their laws readily accessible to the general public.
