The Bureau of Alcohol, Tobacco, Firearms and Explosives contemplates the award of a Multiple Award Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts for a New Weapon System which in-cludes full size guns and compact guns for the Field Operations, Special Operations Division.
B.2 TERM OF CONTRACT
The contract shall be for a period of 12 months from the date of contract award, plus nine, one year op-tion periods subject to the Government's discretion to extend the term of the contract. The contract will be open to all Federal Agencies.
B.3 GOVERNMENT OBLIGATION
The anticipated contract ceiling is $40 million per award. The Government minimum guarantee under the base year and option years (if exercised) is $1,000 per contract.
B.4 DELIVERY ORDER
Supplies will be delivered in response to funded delivery orders issued against this contract. Delivery orders issued against the contract shall serve as funding documents. Because this is an IDIQ requirement, the contract will not be the funding document. When other Federal Agencies use this multipleple award contract they will use a funded delivery order from their Agency. Each delivery order must reference the awarded con-tract number assigned by ATF for that respective awarded manufacturer at time of award. For accountability purposes, federal agencies desiring to utilize this contract, must receive prior, written authorization from an ATF Contracting Officer before placing an order against the contract. Delivery orders can be used to procure either full size guns, compact size guns or both. The agency must provide ATF with a fully, executed copy of the delivery order no more than three (3) business days after award.

Department of Justice
Bureau of Alcohol, Tobacco, Firearms, & Explosives
New Weapons System
STATEMENT OF WORK
The Bureau of Alcohol, Tobacco, Firearms, & Explosives (ATF) is a principal law enforcement agency within the Department of Justice dedicated to reducing violent crime, preventing terrorism and protecting our Nation.
The men and women of ATF perform the dual responsibilities of enforcing Federal criminal laws and regulating the firearms and explosives industries. The combined efforts of special agents and industry operations investigators allows ATF to effectively identify, investigate and recommend for prosecution violators of Federal firearms and explosives laws; additionally, their teamwork enables ATF to ensure that licensees are operating within established laws and regulations. We are committed to pursuing our mission by working both independently and through partnerships with industry and other Federal, State, local and international law en-forcement agencies.
DEFINITION OF NEED
ATF has determined a need for a new family of service issued .40-caliber handguns that incorporate current state of the art features and technology. ATF issues two (2) handguns to each sworn agent: a standard size duty weapon for enforcement operations and a compact model for backup and auxiliary needs. These two handguns must be identical in function and design for commonality of training and logistics. Each weapon will include six
(6) magazines, an operator's manual written in English, and a gun lock in accordance with Department of Jus-tice policy. The weapon shall be delivered in a hard plastic box designed to protect the contents against damage during transportation.
At ATF’s discretion the agency may award one or multiple contracts after evaluating Offerors’ proposals.
Contract will be a firm fixed price IDIQ. Contract period is one base year and a potential of nine (9) option years. Approximate maximum value of the contract is $40 million per award. The contract will be open to all federal agencies.
The specifications sought by ATF for the new weapon system are as follows:
General Features Service Life
1. All handguns delivered under the contract must be new and unused. All individual components must be new and unused.
2. Handguns must be capable of firing 20,000 rounds of ATF-approved duty and/or training ammunition (including frangible and non-toxic ammunition) without failure of any major component (frame, slide, barrel) when factory recommended cleaning and maintenance procedures are followed. Current ATF-approved duty ammunition is Speer 165gr Gold Dot (part number 53947) and current ATF-approved training ammunition is Speer Lawman 125gr RHT (part number 53375).
3. Manufacturer must provide a written warranty to 20,000 rounds or ten years, whichever comes first. The warranty need not extend to handguns damaged through catastrophic conditions or abuse. The warranty shall extend to full replacement of any handgun or magazine delivered under this contract which, upon initial ec-insption, does not meet all specifications herein. The manufacturer must bear all costs incurred for the shipping of any items being repaired or replaced under warranty.
4. Preference will be given to warranties above 20,000 rounds.
5. Manufacturer must provide at no cost to ATF all recommended maintenance parts to maintain each hand-gun to a 20,000 round service life.
6. Manufacturer will repair or replace any part or complete gun that suffers part breakage or consistent docu-mented failure to function with 100% safety and reliability except for damage caused through catastrophic con-ditions or abuse. It will be at ATF’s sole discretion whether to repair or replace and whether individual parts or the complete handgun will be subject to repair or replacement.
7. Service intervals must be no less than 2,500 rounds. Preference for service intervals no less than 5,000 rounds.
Frame
1. Must be polymer.
2. Must have integral accessory rail for attachment of common law enforcement weapon mounted tactical lights.
3. Edges of the entrance of the magazine well must be beveled. There is a preference for a flared magazine well.
Grip Area
1. External surfaces of the grips must provide non-slip texture for maximum grip control during rapid fire.
