2. Nature and Description of Action Being Approved. Describe the action being approved include the name and address of the proposed contractor(s).

ATF intends to award a sole source firm-fixed price purchase order for preventative and corrective maintenance for thirty-two (32) microscopes and possible eight (8) more for Wichita, KS lab.

3. Description of Supplies and Services. Describe the supplies/services to be acquired.

Provide the estimated total value (including options, if any).

This action is to acquire services for LEEDS Microscope Preventative Maintenance.

The resulting Purchase Order shall include one (1) scheduled deep cleaning visit (to include the internal zoom body and bridge optics) starting in FY24 and rotating every other year with a basic clean (not including the internal zoom and bridge optics) for each LEEDS serial number and its microscope components. Shall include one (1) regular cleaning annually for all other microscopes listed.

All work is to be performed by service technicians certified and authorized by LEEDS, and all replacement parts must be factory certified by the OEM. Parts and labor for routine preventative maintenance and/or planned maintenance are to be covered.

All labor and travel for the service technician must be included. Travel shall include two (2) technicians at the FSL-W and NFEA location with all the NFEA and FSL-W microscopes being cleaned on the same visit. And travel shall include one (1) technician at the FSL-A location. In addition, travel will also include two (2) technicians at the FSL-Wichita, KS.

The period of performance is 8/1/2024-7/31/2029.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

Leeds Precision Instruments, Inc. (Leeds) is the sole manufacturer of the Leeds LCF, LCF3 Firearms Comparison Microscope, and the LCT Trace Evidence Comparison Microscope. In the United States and Canada, they are also the exclusive distributor and factory trained service agent for these instruments. They also provide on-site installation and training, ongoing technical support. As noted above, Leeds service team is the only factory trained and authorized service group in the United States. They provide ISO17025:2017 certifications for both magnifications matching and all measurement capabilities of the LCF and LCF3 Comparison Microscope systems. If our LCF/LCF3 Comparison Microscope is worked on by unauthorized personnel, it will void our warranty.

Leeds provided a Sole Source Letter on 05/02/2024 confirming the above information.

On 06/06/2024, Leeds confirmed via email they do not typically partner with 3rd parties as it creates issues.
