1. SCOPE:

1.1 TITLE: REPLACE RADAR, GPS, AND CHART PLOTTER DISPLAY ON

3. REQUIREMENTS:

Naval Submarine Support Facility’s (NSSF) YDT-2 dive boat requires an electronics upgrade due to existing equipment reaching end of service life. The Contractor shall replace the chart plotter display, radar, and GPS antenna. The contractor shall also integrate

Automatic Identification System (AIS) using existing Very High Frequency (VHF) radio and video from existing camera monitoring system into the new chart plotter display. The

Contractor shall provide all required material and replace the YDT-2’s chart plotter display, radar, GPS antenna, and integrate AIS and existing camera monitoring system as follows:

3.1 The Contractor shall remove the existing chart plotter display and provide/install a new Garmin GPSMAP 1242XSV 12”.

3.2 The Contractor shall remove the existing radar and provide/install a new Garmin

GMR18 HD3 18” 4kW.

3.3 The Contractor shall remove the existing GPS antenna and provide/install a new

Garmin GPS24xd NMEA 2000.

3.4 The Contractor shall provide/install a new Garmin 010-11613-10 Wire Block to facilitate installation of new components.

3.5 The Contractor shall provide all required miscellaneous adapters/parts and integrate

AIS and existing camera monitoring system into the new Garmin GPSMAP

1242XSV 12” chart plotter display.

3.6 The Contractor shall restore all existing panels, covers, stuffing tubes, etc. that are removed by the Contractor to facilitate component replacement and system integration to an as found, watertight condition, including replacement of silicone/watertight caulking/sealant.

3.7 Upon completion of new component installation and system integration, the

Contractor shall conduct an operational test of newly installed components. The

Contractor shall correct any deficiencies caused by the work covered by this specification. Any deficiencies found out of scope of the work covered by this specification shall immediately be reported to the Government Technical Point of

Contact.

3.8 The Contractor shall provide a Certificate of Compliance (Contractor’s Format) upon completion of all work. The Certificate of Compliance shall certify that all work performed and replaced components comply with the requirements of the procurement documents in the contract specifications.

The certificate shall include:

a. Contractors name, address, phone number and date.

b. The issuing agency’s purchase order number.

c. Item nomenclature of the purchased item (the product is identified by description, amount, lot number, etc.).

d. Contractor’s or authorized person’s signature

4. NOTES:

4.1 YDT-2 is located at the Naval Submarine Base, Groton, CT.

4.2 Work is required to be conducted Monday through Friday, 0700 to 1500.

4.3 All Contractors are required to be U.S. Citizens. The Government will provide escorts as required.

4.4 For Contractor personnel that do not have a CAC card or a NCACS card, the following is required to obtain DBIDS credentials to gain access the base:

a. Ensure you provide the names of personnel requiring access to the SUBASE to the RSG POC. RSG will pass the information to the SUBASE Pass and ID office as your government sponsor.

b. Upon arrival at SUBASE, Present valid identification, Real ID Act-compliant state driver's license. If you don’t have a Real ID, you can use a passport. If you don’t have a passport you will be required to have an original birth certificate and your social security card. (not just your number).

c. Present a completed copy of the SECNAV 5512/1 form to obtain your background check. A copy of SECNAV 5512/1 can be obtained by contacting the

RSG POC.

d. Upon completion of the background check, the Visitor Control Center representative will complete the DBIDS enrollment process, which includes your photo, finger prints, base restrictions, and several other assessments; after all this is done, you will be provided with your new DBIDS credential. You may now proceed to work. The Government assumes no liability for failed background checks and all costs incurred as a result of failed background checks is the responsibility of the

Contractor.
